To me, the move seemed rather strange; Ness seemed to be playing somewhat cautiously. I suppose that Ness feared that Milotic would be forced to switch, and he did not want to bring Milotic back in on 53% health at the risk it would be 2HKOed.
Of note is that my Starmie doesn't have Leftovers. It has a Colbur berry, which helps me survive Pursuits from things like Weavile and Tyranitar.

Good game to my 'earthbound' opponent. 7/7/07 was good to you, but regardless of the luck, the battle was well played.
Props:
*No SkarmBliss, GyaraVire, Landshark, Cresselia or any over-overused standards in this match. The closest things to extremely overused were Heracross and Gliscor.
*I believe this match was played very well, with none of us making any blunders that were really gamebreaking.
*All of the Pokemon were have a very nice aesthetic value. Even Heatran, but you still can't tell what she is.
Slops:
*HAX!
*Should've given my Starmie Leftovers.
*Third CH Explosion I have experienced.
*Garchomp tears apart my team. I just realized that.
*This was a bitch to edit, namely because the font tags kept showing up.

It's about time, too! But it didn’t actually help me at all. I’ll just summarize the final few parts. During the next four turns, Milotic was fully paralyzed only once, during a turn where I had to recover. At the end of the fourth turn, I had 30 HP Left.

Poison was doing too much to me to keep recovering. I had to give in and hope that Thunderbolt would Critical. Milotic had around 60% HP left, it was possible! Would I get lucky?

Ness emerges the victor!
