Why is there no mention of Psycho Shift in the Deoxys-D Analysis?

Some sort of set using Psycho Shift with a Burn Orb, as well as Rest and Sleep Talk, with a fourth move for spiking, attacking, or whatever, could be pretty interesting for 100% accurate burns and transferring sleep.
 
I don't really like the use of Burn/Toxic Orb on Walls. It's like some earlier discussion which pondered whether you should be using Burn Orb on Milotic to activate Marvel Scale.

The status affect and lack of Leftovers really hurts the durability and reliability of the Wall in question. Psycho Shift as a move is great for absorbing status though forceful use, is counter-intuitive in my opinion. Though I once fought a Psycho-Shift Latias in Ubers to great effect. It was used similiar to Natural Cure pokemon. Switch-in, absorb status, bounce back, switch out.
 
I remember reading a warstory where someone said something like "What the hell" when Cresselia was burned on switching in. A google search shows that someone has posted a moveset in the "creative EV spreads/movesets topic" with a Cresselia holding a Burn Orb and wielding Psycho Shift.
 
I had that used on me. It wasn't so good. Certainly surprising, but eventually the "Shifter" is forced to switch out, then come back in again, get burnt again, and then the opponent is wised up to Psycho Shift and can easily take advantage of the burnt Cressalia slowly gaining residual damage.
 
But you'd have only a 33% chance Sleep Talk picks Psycho Shift, which isn't worth it imo.

Whenever you use Sleep Talk, you always have a 33% chance of selecting the move you want. If Sleep Talk isn't worth it, that's Sleep Talk's problem.

This strategy is more viable in a metagame where one expects the Sleep Clause to be frequented violated or ignored. It's just that this particular use of Psycho Shift is eliminated because those are not the standard conditions that Smogon Pokemon is played under. Nevertheless, when whoever it was designed the move, it is possible that this was a possible use it had in mind.
