Not A Bug Wide lens does not make Population Bomb 100% accurate

What is the bug?
Long story short, went for a population bomb, with a wide lens equipped, and despite not having any reason to not hit more than one time, the move stopped after the first hit. Perhaps I’m missing some thing, but it seems like a bug. The last replay on the showdown account of the same name shows this instance.

Are you able to replicate it? If so, how?
Not that I’m aware of, but I have not had a chance to try
 
Thank you for the clarification. I misunderstood how wide lens worked. That said, there is not text indicating a miss, though I admit I don’t remember if it occurs on cartridge either
