One of my pokemon has 3 moves in Gen 4 random battle

No? It's randoms.

we've got a fix in line for that, though it's more of a band-aid than a fix to the root cause. this happened because you had both stealth rock and heal bell on the team already, and wigglytuff has a LOT going on with its move incompatibilities
