Because there's no reason why Phoopes had to use their ability on Psy on the first day if they were mafia.

That doesn't make sense to me, if all the stuff with the neighborhood didn't happen, then there's no reason Phoopes would of felt the need to claim, ie how would he be able to show that he was pocketing someone/earn townie points (I am taking pocket to mean putting someone in your pocket aka on yourside?)
I would bet the moment you claimed your thing mafia resolved to never touch a hair on Saber's head
