Will it be outsped?

Hi, I'm wondering if I build a trick room team around mega camerupt, with that base 20-something speed, will it get outsped at all, or is it the slowest pokemon in the game currently?
(Is this the place to post this? New to smogon.)

Under Trick Room, it probably won't get outsped; everything else slower than it is completely irrelevant.
