Yes.Example:Tentacruel was UU.Now people uses it.A LOT.It turned from UU to OU.
Tangrowth was OU,but it's not so used anymore,it turned BL(TOO strong to be UU)

Tiers are always subject to change. OU just happen to have things that are abusable moreso then the pokemon in the lower tiers. It isnt all too uncommon that pokemon that normally arent used would be placed in higher tiers such ass tentacruel and abomasnow. Been a really long time since ive posted and im sure it will be a long time again =P.

Umbreon, Abomasnow, Umbreon and Tentacruel ARE OU. It's not that unbelievable. And Umbreon was OU in Advance, so that shouldn't be new to you.
