The team is composed of a 2 physical and 2 special sweepers, and two walls. The teams purpose is to set up hazards, take out the strongest threats, weaken the opponents to allow Salamence to sweep.

Scizor @ Choice Band
Trait: Technician

Scizor is usually my lead. It usually u-turns into something with a better chance
of killing the enemy, but occasionally bullet punches to OHKO or pursuits to
murder psychics. Bullet punch in the main attack for offense, but Scizor's bug
type scares away psychics, and pursuit ensures the kill. Most walls are weak
to fighting, so superpower mixed with Scizor's extremely high attack stat can
kill most of them. Overall problems are its low speed and how it dies from a
fire attack. Used to be a bulky swords dance Scizor, but I find that this works
better.

Salamence @ Choice Scarf
Trait: Moxie

Hasty Nature (+Spe, -Def)

Usually my late game sweeper, but sometimes used to get rid of the enemy
fast when about to power up and sweep. Outspeeds pretty much everything not
scarfed or powered up. Dragon claw is the preferred attack when the enemy
has about 25% of health to to easily get the +1 attack boost while avoiding
having to switch out when it has a good thing going or can switch out if threats
like Scizor arrive. Outrage is used for bigger threats. I don't think I've ever
actually used fire blast or earthquake, but I guess that they're the best choice.
Problems are mainly ice sharders and the opponent's faster late game
sweepers such as Garchomp, opposing Salamences and Keldeo. I'm considering
getting rid of fire blast for something else to slightly raise its defense. Used to be Garchomp and I'm not sure what's better
'cos Garchomp has immunity to electric which is extremely useful but
Salamence is better at sweeping.

Starmie @ Expert Belt

Timid Nature (+Spe, -Atk)

2nd lead due to coverage and high speed. Starmie places forth for speed in the
OU tier, outspeeding practically everything not scarfed. Rapid spin works well
with Starmie as it removes hazards just before it dies with its speed and
natural cure helps with toxic spikes (even though only Jellicent and Starmie are
the only ones affected). Considering expert bel over life orb. Used to be bulky,
but starmie dies pretty quickly so no point.

Latias @ Leftovers
Trait: Levitate

Timid Nature (+Spe, -Atk)

-Substitute
-Calm Mind

3rd choice for a lead, as some opponents can't hurt it and I can get a free
substitute. Main purpose is to find an opening on something like a physical wall
and power up. Substitute protects it against toxic and spore and earns it a free
turn. Problems are Blissey, taunt, encore and it's absolute lack of coverage. Considering Psyshock over recover.

Ferrothorn @ Rocky Helmet
Trait: Iron Barbs
EVs: 252 Def, 252 SDef, 4 HP
Impish Nature (+Def, -SAtk)

-Thunder Wave
-Protect
-Leech Seed

Ferrothorn is the spiker, sweeper cripple and outrage blocker. It's main role is
to leech seed, protect, spikes, protect and so on until entry hazards are full.
Second purpose is to do 30% damage to opponents just by switching in.
Dragons die from outraging while Ferrothorn doesn't bother attacking. Main
problem is taunters and anything with a fire attack.

Heatran @ Leftovers

Calm Nature (+SDef, - Atk)

-Toxic

With two members absloutely weak to fire, Heatran provides excellent support
with immunity to fire. It has roar to phase opponents, breaking through
substitute. Toxic pretty much hurts everything that isn't hurt by Lava Plume
other than Tentacruel.


Summary:

The team seems to work well and I can't say that I have any major threats. Only problem is when my counter dies, it's hard for the rest of the team to survive.​

You want to maximize HP on Ferrothorn. Very much so. Use a Relaxed Nature and this spread: 252 HP / 88 Def / 168 Special Defense. This balances it's defenses much better and lets it it tank hits quite well. You also either want Power Whip or Gyro Ball so you're not Taunt or Setup bait.

You want Fire Blast over Stone Edge on Salamence. It's just better. Definitely put Psyshock over Recover on Latias, as it allows you to better deal with Keldeo, Terrakion, and and (especially) Breloom.

I'll take your advice, but I don't really see the purpose of maxing HP on Ferrothorn. 1 Def or SDef is about 1.9 HP. And leech seed drains the opponent's HP, so I drain 1/8 of the opponent's HP, not Ferrothorns. Ferrothorn runs rocky helmet, not leftovers.

Overall the team is pretty decent, not too many glaring flaws and I don't think it needs a large amount of fixes. A few nitpicks and changes could definitely increase the effectiveness of the team overall. My first change I would suggest is changing from Naughty to a Naive Nature on Salamence. This way you can outspeed, or at least tie, with most other DDMence, Scarf Jirachi, and Volcarona. ScarfMence still has amazing power with a Naive nature, especially due to the Moxie boost you receive after you get a quick kill. My next suggestion is to have a much more defensive version of Scizor. CB Scizor doesn't require much speed, and overall appreciates more bulk than it does speed. Those numbers don't do much for it as is, and unless you run a Swords Dance set then you are better of being slower with more bulk. I believe you should simply change to 248 HP / 252 Atk / 8 SDef on Scizor just so you have more bulk to tank stuff like Draco Meteors, Outrages, and other moves that Scizor can otherwise not take very safely. Definitely the better overall choice for Scizor in that case.

Your overall problem is breaking stall, as a well built team can definitely cause you trouble. You simply lack a reliable stall breaker, and that's the problem. You would be much better off with a stall breaker, and that's what i'm going to provide. I think the most replaceable member on the team would probably be Ferrothorn, and because of that that is who I am going to override for this adjustment. I think the best possible route you can take is to add Calm Mind Reuniclus over Ferrothorn. Reuniclus breaks stall to pieces, while also doing a good job at being a bulky Psychic that can handle Terrakion or other fighting types in a pinch.

Gosh I have so many mistakes in this thing. I pretty much copied and pasted from my old RMT and made major changes. I forgot the minor changes.
 
I don't exactly like the idea of a Reuniclus. I tried it out, and now I'm extremely powerless against Tyranitar, an extremely common pokemon. Without Ferrothorn, it's hard to find something to switch into. Reuniclus doesn't help Salamence much as it isn't reliable at taking out it's counters. However, that may be because I don't know how to use this team effectively. The only stall pokemon that trouble this team are Gliscor and Gastrodon, which Reuniclus barely helps against.
 
Change Ferrothorn's nature to Bold as it has no attacking moves, and Latias and Heatran would probably be better off moving the 4 EVs to speed for Speed Creep.
