As you can probably tell from the sprites alone, this is a very stall-oriented team for the 4th Gen. I like annoying the heck out of people on real life, so...why not on Pokemon as well?

BTW, I'm not sure if this'll suffice, but since it basically serves the same purpose, I'll give the Pokemon's stats instead of their EV's and nature. I hope that's ok.

Every stall team should use this guy as a lead. He sets up stealth rock to murder Pokemon like Gyarados and Dragonite, and uses roar to shuffle the opposing team around. He's also the number one physical wall used here. Moreover, his sandstream helps the team quite a bit. I don't think I need any more than that to justify his use.

Another staple of stall, I wouldn't get rid of this pink blob if you payed me. Her walling prowess, as everyone knows, is outstanding. Not to mention, she clears the entire team of Toxic status while spreading paralysis to Gyarados and Dragonite switch-ins. The funny thing is, I regularly go entire matches without using softboiled once. Her walling abilities are just that amazing.

This guy does a boatload of things for the team. He's an emergency revenge killer (in case a wall won't suffice for whatever reason), and more importantly, a spinblocker and trick absorber. Trick would've destroyed this entire team if it weren't for him, and he can abuse trick himself to cripple opposing stall teams. Moreover, he's an awesome Tentacruel counter, another threat to this team.

Here's a Pokemon who can pass Wish to Forretress and Rotom, stall out Toxic Spikes damage with Protect, work as an amazing Gyarados and Infernape counter, and act as a backup special wall in case Blissey bites the dust. All of this makes Vaporeon another great asset to this team.

Another important team member, Forretress sets up Toxic Spikes for the team, thus allowing for stalling to actually happen, but removes them as well. Not only that, but he's an awesome parter for Vaporeon, who recovers his health with Wish and resists fire-type attacks. He's a key team player here.

Okay, I admit, I was running out of ideas when I put Celebi on the team. But hey, she's a good counter to some various threats which can give the team trouble, such as Swampert. Not to mention she's a more reliable paralysis user against Dragonite (paritcularly if he's locked into Outrage). However, if I have to get rid of someone on the team, Celebi will probably be the first I drop. Shame, though, since she's one of my all-time favorite Pokemon.

You're not using a proper format for your team.
You must extend your descriptions as well to fit into the "competitive" section.
I'm not a bot or anything, but I guess your team will be locked if you don't move.
Also, we need to know your EV spreads, not your final stats.
 
What the above poster said. Add EVs and natures to your Pokemon and try to expand your descriptions or I'll have to lock this thread.
 
Vaporeon should really have Roar instead of HP Electric. Having two phazers would help you abuse your entry hazards better. Besides, Scarf Rotom already checks Gyarados nicely, which is the only reason you would need HP Electric.

Forretress could benefit from Spikes > Explosion and Payback > Gyro Ball. The ability to set up Spikes is far more useful for your team than any damage Explosion would provide, seeing as entry hazards are integral to any stall team's success. Payback has the advantage of hitting opposing Rotom-A harder than Gyro Ball, despite it not being a STAB move.

These changes should help out significantly. After you add in the EVs and natures, I'll check back and see if I can offer any advice on those.
