Very subjective question (and so deserving of a highly subjective answer [which will likely be adjusted by someone much better versed than myself]):
Gen 3: Stationary legendary abuse (both for emulator and not if you're not looking for hex-flawless). Shininess can quickly be determined (unlike eggs), and resets are pretty speedy (with no need for hunting for encounters, etc.)
Gen 4: Shinies: Egg abuse (doesn't require TID abuse first to obtain flawless shinies). Non-shiny: Stationary legends [especially those in caves].
Gen 5: Dream Radar.

If I may, gen 5 dream radar abuse is difficult because you only get 1 shot at hitting your target before you have to set up again. This is especially true of dream radar legendaries, as getting set up again requires a new save game (or restoring your old save game to just prior to when you collected the legendaries). Stationary legendaries are much easier.
