Yes. I would never use Brick Break and EQ together because it seems extremely redundant. Run Rock Slide+EQ and you'll be able to hit Ice/Flying types (Salamence, Weavile, et cetera). The only reason I'd see to run Brick Break is if you were deathly afraid of TTar. Earthquake and Rock Slide are...

Hmm. I could see running that EV spread. I would run Aqua Tail over run Dragon Tail though, as it could make your opponent send in a counter, and seeing as you aren't outspeeding anything you are going to end up being the one who is going to be forced to switch out.

I'm using a Dragon Dance Tyranitar. Should I run a Jolly 252 Atk 252 Speed, or should I go bulky? I'm leaning against the Speed-based spread because my primary goal is to set up Sandstorm. What do you think would be most effective?

The internal battery does affect time Eeveelutions. Your internal battery shouldn't be dead yet, though. I don't know about the slots thing.
