Another thing about evolutions versus CAP: CAP, from Fidgit onwards is a project designed to make community-based competitive Pokemon for a battle simulator designed to ask a question about the metagame (which is why it is allowed as part of our non-Socialization forums and relevant). As you proposed it, the evolutions forum would be an individual-based Pokemon designed to be better than an existing mon, which may or may not be designed to ask questions about the metagame, and which probably are not going to get coded onto our current battle simulator.
