Pokemon Online. It should be allowed. There is a ladder on our official server with it added. Smogon Tour has always adapted to the current metagame in DPP, even right before the finals.

Arceus will not be allowed in the Tour finals under any tier. Our official server which supports Arceus did not go public until the day before the finals were posted, which is not enough time for users to prepare. Precedent for this has been set when we did not allow new UU Pokemon in the UU Tours on the week they were brought down. Since tiers are locked at the beginning of the Tour finals, Arceus will not be allowed for the remainder of the tour. You all had to play in a no-Arceus metagame throughout the season, so there's no reason you shouldn't be prepared.

That being said, I wish I could post my predictions, but my prediction posts always turn out to be a bad omen, so I'll keep my mouth shut!
