If you defeat, let's say, a Patrat.
It gives you 1 Attack IV.
But if you're having Pokérus, it gives you 2 Attack IV's. (x2)
If you have the Power Bracer on, it gives you 5 Attack IV's. (+4)
If you have Pokérus AND the Power Bracer, it gives you 10 Attack IV's. (+4 x2)

You have to wait until it is Winter on your game cartridge, and then you can go to Twist Mountain and climb up a snow slope to pick it up.
Answered the day before yesterday.
As for your edit, it's only available during (in-game) Winter from Twist Mountain. I seem to remember it being on the East side of the area.

To get Bagon in White i got sylvia but does she say a pokemon each day and that is the one you will find or will it be any pokemon
UMM i think i know what ur talking a bout but there are predetermined pokes already set into the game and bagon is not one of them
no. i looked it up and it said you have to get sylvia or something like that to go form black city to white forest then bagon would appear in the grass
Actually, you need to check for the presence of a Socialite Grace for Bagon.

Not exactly the hour, but you can change the month to the Winter months (April, August, December) - there's a Winter month once every three real-life months. If you have any Sawsbuck or Deerling in your party, they will change form once the game recognizes the change of seasons (walk into/out of a building in your game to change seasons once your DS' month is set for the season you want).
Who are the strongest pursuit users with and without STAB?
With: Tyranitar, then a bunch of UU Pokémon like Houndoom, Skuntank and Absol (?).
Without: Scizor. Even if they stay in, they're hit with a Base 60 (likely SE) attack off of a 394 Attack stat. I suppose Metagross might get a tiny bit of use out of it, but it's not that great of an option compared to his other attacks.

Technically, since it has the highest attack out of all pokemon and can also learn pursuit, the highest power non-stab pursuit is that of Deoxys-a (or Rampardos if you aren't looking at Uber's). However, that is merely a obvious non-answer answer since pretty much everything can learn pursuit. The real answer (with real meaning guys who are normally seen running pursuit) is probably Scizor.
For Stab'd pursuit, the answer is Tyranitar (highest attack out of all dark types).

You cannot get Pokémon from Black City, unless you mean you want her there so you can try to get her to go to White Forest via the Entralink. If so, then I'm pretty sure it's mostly luck that determines who visits Black City/White Forest for the first time.

Thanks for the info about Pursuit. More on that, I want to be able to kill opponents more effectively, and constant switching slows me down obviously. So what would be a good candidate for a pokemon that learns pursuit, isnt expected to know it, is powerful and useful in most situations in the battle, and gets semi good to good coverage?
Lead Metagross with lefties adamant
Sceptile good speed acceptable attck stat
Snorlax just for instance
Staraptor, Honchkrow, and Ambipom might be useful. Staraptor has good coverage, Honchkrow gets STAB off of 394 max Attack, and Ambipom is a decent scout and has Technician-boosted Pursuit if they stay in (I believe Pursuit's damage-doubling effect occurs before Technician does).
