If a player is inactive, a substitute can still join the tournament by taking his spot. Usually, these only take place on the first round though.

You just have to say that you can play as a substitute, and the host will put you in the pairings a few days later if you are lucky.

Not exactly but there is this regarding sim tournaments which are a lot more frequent. http://www.smogon.com/forums/threads/tournament-listing.67058/ Best bet is to regularly check in this forum and the main tournaments forum if you wish to compete!
