I'm pretty sure the chances stay the same. The only way you have better chances is if you use Masuda Method, or shiny charm.

The same as if they're non-shiny. Shinyness doesn't up the chances, differing regions do.
Does anyone know when the Prismillon(event Vivillon) comes out in the U.S.? I know France is getting it currently.

youre wrong the prismiccilion event is not been decided yet ebcause it ill be released when there are traded 100 milion pokemon thru the gts
