I can confirm you need a Singaporean number. They send you an SMS for verification, so you can't just cheat a number either.

Any further posts regarding the Singaporean Hoopa, in particular, requesting phone numbers to get the code, will be infracted. It is pretty ridiculous to go to such lengths for a bit of data that will eventually be available.
