Yes. All legendary Pokemon respawn after you defeat the E4.
Edit: I might add, until captured. They won't respawn after you catch them.
Keep for personal use, toss for trading. The 0 Atk may be nice but defenses are way more important then such a minor detail for FP/confusion damage

PS: There is already a flawless Modest Pentagon Cresselia on Smogon, the one I caught in a Heal Ball. The trade value of a flawed one would probably be very limited around here.
