I don't think that you can remove stats. Also, what's with it having that attack stat without having any good STABs. Also, it's a witch, wtiches don't fight physically.

Justification: Adding my own spin to the Ghost witch and referencing how 'witches' were burned in the stake so that's where Flare Boost comes from- sort of a revenge for the whole burn-the-witch riots. Magic Guard is a more standard magic-related ability and Levitate is always useful. Boomburst as a reference to the banshee part of the design while Aura Sphere rounds out coverage.
Niche in OU: A fast, specially-based Fairy type that can act as a good status absorber with the two new abilities. Flare Boost in particularly makes a terrifying wallbreaker when burned.

New Typing: Ghost/Flying
Movepool Addition(s): Roost, Wish, Flamethrower, Hurricane
New Abilities: Cloud Nine/Unburden/Flash Fire
Justification: Balloons are pretty carefree and the cloud design on Driflbim makes it fit for Cloud Nine. Flash Fire gives an additional immunity. Wish is a small reference to how some people mourn by releasing balloons, wishing souls of the departed well. It also makes use of the giant HP stat much better. Roost for recovery, Hurricane for actual Flying STAB and Flamethrower for use with Flash Fire.
Niche in OU: Wish and Baton Pass access makes it a good Wish-passer with the upgraded bulk. Cloud Nine checks weather teams while Flash Fire brings another useful immunity to add to the Normal/Fighting/Ground immunity.

New Stats: 115/135/110/55/95/80
New Typing: Ghost/Fighting
Movepool Addition(s): Mach Punch, Close Combat, Will-o-wisp, Explosion
New Abilities: Iron Fist, Moldbreaker, No Guard
Justification: Moldbreaker is a reference to the band-aid part of its design trying to patch up energy that is almost leaking out/breaking the mold. Explosion is a reference to when it does go out of control. Mach Punch goes with Iron Fist and references how Golurk can reach mach speeds while Close Combat offers a reliable STAB.
Niche in OU: Very physically bulky with a great STAB combo. New typing has lost of synergy options with the abilities like Iron Fist Mach/Drain Punch or No Guard STAB Dynamic Punch. Moldbreaker is useful against things like pokemon with Sturdy/Multiscale and also Levitators if you still want to run Earthquake or maybe even Stealth Rock against Magic Bouncers. No Guard Will-o-wisp because I want to watch the world burn, most Ghosts have Will-o-wisp anyway.

Justification: Lightningrod because it communicates using electromagnetic waves with the other world- Discharge is an extension of this. Levitate because it doesn't have feet again and as a call back to Dusclops. Normal type seems strange at first but the Dex says it takes spirits within its body to take them home- something I don't think makes sense if it is weak to Ghost type so I think the Normal's immunity to Ghost type lets it carry the spirits with no damage. Intimidate because of the markings on its body that look like a giant face (kind of like how Masquerain and Arbok get Intimidate- plus Ghosts can be scary)
Niche in OU: It now has pseudo-Boltbeam in Discharge/Ice Beam to make use of a Lightningrod boost. With Lightningrod, it is also immune to Electric moves like Volt Switch. It has the potential to have 4 immunities if you pick Levitate/Lightningrod to go with Ghost/Normal typing. A great stop against Ghost types. Intimidate softens the blow from Dark type moves which are mostly physical. Also has Recover to heal damage and be a better wall.

I wanted to enforce this but never got around to. But since subs are beginning to do this, I give them benifit of the doubt.

BUT FROM NOW ON, NO MORE THAN 10 POINTS MAY BE REMOVED FROM A STAT NOR MAY YOU REMOVE FROM MORE THAN TWO STATS AT ONCE. IF THIS HAPPENS, THAT SUB WILL BE INELEGIBLE AND NOT COUNTED!!!:-):-)

I think this balances and makes stuff clear without making the curent subs inelegible.

Justification: So it's the only one besides Florges to learn Flower Shield- which is strangely a Fairy move! Its design seems light and fairy like and Fairy gives it a nice immunity, resistances and secondary STAB. Flash Fire because it's the most sun-based flower in terms of design and it likes to chase sunlight so I would think it has more of a heat tolerance than other Grass types- I feel like adding a Fire typing goes too far for the flower and a SR weakness isn't good. Heat Wave seems like the best choice for Fire coverage as it translates to Hot Wind, and makes more sense than a fire-breathing sunflower (I can see it using its leaves to flap and create hot wind, like how various Flying types learn Heat Wave).
Niche in OU: Turns the special attacker focus up to the eleventh, and adding more defensive power and speed to up its survivability, which it really lacked before. Good Special Defense and decent speed before a Chlorophyll boost will hopefully finally give it a good role in being a Specially-based wallbreaker. Flash Fire makes it the best Grass type to abuse the Sun as it turns the usual drawback of an added Fire weakness in the Sun to an immunity/boost to (a hopefully sun-boosted) Heat Wave.

Justification: Unfortunately for a Flying type, it doesn't get any decent Flying type moves that most Flying types have so I gave it the usual Roost, Defog and the option to use Aerilate Return to finally use its second STAB. Spore because those white puffy things totally look like spores. Whirlwind because it makes sense spreading all those cotton spores around.
Niche in OU: Jumpluff finally gets some offensive presence and Aerilate Return to finally do some damage. A focus on Attack also means it can also use U-turn to do some decent damage while being a pivot. Prankster Powders are also very dangerous and with Prankster Roost, it can put its upgraded Defense and already high Special Defense to use. Flying still makes it weak to Stealth Rock though but it can Roost it off and also has Defog as a support option. Whirlwind could be an option against stat-boosters- it should be able to withstand a hit with those defenses, then priority Roost any damage off.

Justification: Plants soak water during rain so Storm Drain gives it a more offensive ability with an extra immunity to Scald. It looks like it needs more HP than it currently has so HP and general defenses were raised. Leaf Storm gives it a more offensive Grass STAB and hey, a water lily is basically one giant leaf.
Niche in OU: Ultimate Water-type absorber that laughs at the face of Scald. Heal Bell gives it a way to support teammates who already are burned by Scald, and hey it has a dancer vibe and is shaped like a bell so it kind of fits. Can also Baton Pass Storm Drain boosts (even Aqua Ring as a thing although probably have no move slots for that).

Justification: Gave it more useful desert-themed abilities. Sand Rush for more speed or Sand Force for a boost in the new Ground coverage, which helps against Steels. Heat Wave because it lives in the hot desert so a hot wind makes sense (at least more than a Fire-breathing Cactus creating a Flamethrower)
Niche in OU: Can act as a Sand sweeper or powerful wallbreaker with either Sand Rush or Sand Force, although it still needs to watch out for Priority, especially Gale Wings. New Ground coverage gives it an option against Steels like Heatran. Weather Ball can also work with either Sand ability for a high specially-based Rock move, and good against a Talonflame trying to switch in. Can also work in Sun against Steels/Grass types. Sand Rush can also be interesting for a fast Spiker in sand teams.

Justification: Sunflora is the epitome of a sunbased Pokemon. Hence its part Fire typing and access to Drought. Its movepool additions are all standard Fire type moves, and Sleep Powder is a common Grass attack.
Niche in OU: Sunflora steps on the scene with a unique typing, an ability no (viable) OU Pokemon outside of Mega Evolutions and a surprisingly powerful STAB combo. STAB Fire Blast in the sun is no pushover attack, and Rock and Water types think for a free switch get bopped by a supereffective Solarbeam (also STAB). Synthesis will usually heal it of 2/3 of its HP, and 105/75/125 bulk is actually fantastic. It doesnt have to be sun setter though. Chlorophyll and Solar Power turn into a weather sweeper and wallbreaker respectively, but it prefers the utility and freedom of Drought.

Justification: Jumpluff is in the air so much any normal day to activity involves Air (Aerialate). Prankster makes sense due to its nature and a certain cotton pal also gets it. Defog and Roost are standard Flying type moves that provide cool utility. Spore since its litterally a flying cotton spore. Tailwind makes it speed up pals in need.
Niche in OU: Jumpluff would be the ultimate utility mon. Recovery + Good bulk + Prankster makes it an amazing tool for offence, providing hazard removal, speed control, Memento + Encore support and A fast spore. Unfortunately it cant fit all moves at once and its power can be abit lacking at times.
Aerialte turns it from a support mon into a fearsome sweeper. SD + Spore + Return makes an excellent set.

Justification: Ludi is a water based plant. So while it has Grass attributes, its primarily a Water type. So its Ability change to Water Absorb and it gaining Water Spout makes sense. Leaf Storm is because it needed a STAB other than Giga Drain. Recover is a coomon move for bulky mons and makes sense on Water types, while Aromapherapy is for Grass types.
Niche in OU: In the Rain, pray your Ferrothorn is still alive, or your team will be bombarded by Specs Water Spouts. Nope its broken with Water Spout since it 2HKO Chansey after rocks and does more damage than a supereffective Ice Beam in Rain. And if its not breaking teams, its stalling them out with its fantastic bulk taking advantage of its excellent defensive typing. Ludicolo is super powerful in the rain, super bulky without it. Its a fantastic poke.

Justification: I saw what you did there. Give a mon three different weather abilities and hope its good. Sand Rush makes sense since it lives in deserts where Sandstorms are common. Solar Power also makes sense since deserts are extremely sunny. Finally Dry Skin is perfect cause cacti absorb water well, especially when it rarely rains. Its said that Cacturne pursues weak and thristy prey in the desert via Pokédex and deserts often have Heatwaves, so damn those moves. Wood Hammer since its a powerful grass attack and Cacti are made out of wood? Knock Off cuz its a Dark type :-P.
Niche In OU: OU has never seen a Pokemon viable in each weather and still equally viable without it before (sorry Heliolisk). Cacturne's three abilities allow it to have different niches in each weather. In the Sand, its a fast spiker, a Sharp and Manaphy check, and a special attacker, something sand offence lacks and needs. In Sun, its a monsterously powerful wallbreaker that can easily break walls for a sweeper later in the game. In Rain, its an Electric and Ferro check, and doesnt stack another Grass/Electric weakness to the team. But dont think its shit without weather. It can still function as a great Pursuit trapper, a lead thanks to Spikes and abuse Dry Skin outside of rain to punish bulky waters. And it counters Megabro (Wallbro usually has Fire Blast or Ice Beam and Thunder Wave so watch out) quite easily thanks to being immune to Psyshock and Scald.

Justification: The Pokédex says it deftly controls its cotton-puff spores. Deft control is what Technician is all about. Storm Throw is because it has storm in the name (the Japanese name is just "Mountain Storm", with nothing about throwing) and Jumpluff is wind-associated.
Niche in OU: Jumpluff is bulky, fast, and reasonably powerful as well. It can go Physical for an incredibly powerful Technician-boosted Storm Throw, or Special for unpredictability with Hidden Power. If, for some reason, you DON'T want to use Technician, Leaf Guard allows it to be unaffected by status in Sun.

Niche in OU: Sun Setter that also makes great use of it itself with its dual STABs. If the power of the sun isn't your cup of tea, however, it can also Flash Fire. It's also only weak to Rock, Flying, and Poison. Nasty.

Justification: Ludicolo is defined by being a Rain 'mon. Drizzle allows it to SET rain if there's no other rain setter. Hurricane and Thunder are to benefit from rain even more, and Thunderbolt is because there's no Thunder without Thunderbolt.
Niche in OU: Return of the rain! Ludicolo can either set rain or benefit from it even more! Drizzle variants check Charizard Y that don't run Air Slash. Rain also benefits all Water types ever (except Volcanion once released, and including the already S-Rank Keldeo), anything running Thunder or Hurricane (including the already S-Rank Tornadus), Scizor and Ferrothorn. Rain CRIPPLES Unaware Clefable, any Synthesis users (that aren't my Sunflora).

Justification: Jumpluff has always tried to be a speedy bulkmon, but horrible offensive stats have squashed any chances it may have had at that role. With much-improved attack, it can now fulfill its role properly. Arm Thrust may seem odd, but given that it can easily scatter spores from its "arms", it can use the move simply by pressurizing its arms enough.
Niche in OU: Has many different uses. It can use Swords Dance with its good bulk to be a slightly harder-hitting, bulkier, but slower Cloyster(it gets bullet seed). It can use a Sub+Liechi set to use Acrobatics more effectively, or can use Air Slash with its speed to fish for flinches while SubSeed stalling with its good bulk.

Justification: Cacti are found in the desert, which is defined as such by a lack of rain, or, in other words, a drought. Dropped Sand Veil because uncompetitive. I moved Water Absorb to regular ability because I didn't like the idea of Drought being a regular ability. Fire Punch and Weather Ball are par for the course as far as Fire moves go for a cactus.
Niche in OU: Essentially a better Ninetales. Yes, it's slow, but has access to an amazing boosting move in Growth and powerful STAB priority in Sucker Punch. Run Solar Beam to go mixed or Seed Bomb otherwise. You can even run this as a standalone sweeper similarly to Charizard Y, which frees up your item slot.

Justification: Unaware comes from its name, which might contain parts of ludic - aimlessly playful. Nasty Plot comes from the fact that kappa are a kind of youkai, and youkai aren't exactly known to be nice. Even if kappa are the less evil ones of the bunch, there's still things like, uh, shirikodama... Haze and Clear Smog are seen on quite a few Water-types. Slack Off... It kind of fits?
Niche in OU: Bulky tank that can also neutralize stat boosters? Yes please. Ludicolo can switch into many setup sweepers and take hits, then proceed to destroy the stat boosts they have set up with either Haze or Clear Smog. Especially fun against baton pass teams, I tell you. On rain teams, however, it turns into a devastating sweeper, able to either utilize Nasty Plot or Choice Specs to destroy the opponents.

Justifications: I'd give it a Tailwind-starting ability, but that doesn't exist. Instead, have Gale Wings and Speed Boost. The stat increases emphasizes its bulk and speed, and the moves are about what you'd expect from a Flying-type mon.
Niche in OU: Try guessing what it does. With an usable Atk, great bulk, the highest non-mega speed in OU (and even counting megas, only M-Alakazam outspeeds it) and a well of support moves, it can work as a great supporter, from setting up Tailwind, clearing hazards, passing Speed Boost, inducing Sleep to going for the priority +2 STAB Acrobatics, if slightly weak. That said, the various weaknesses Grass/Flying gives it might hold it back.
 
Damn I just realised how Weather-influenced this slate is.
To be fair Grass types in general have a lot of weather-related abilities. And there's at least one Grass type with an ability for every weather :p

Also just to comment on the last slate as well, that Moldbreaker Golurk looks dangerous with an Earthquake from a 145 Attack stat. Really excited that Driflbim gets to use its nice HP stat to give to other teammates with Wish, and better defenses are always nice. Mismagius looks pretty solid with a nice typing and Dark Void Dusknoir is very useful to stop the opponent's momentum (and if it misses, it has the defenses to take a hit. Better HP is always nice)

Niche in OU: Sunflora have a unique typing in Grass/Fire type. Sunflora Ability help it utilize it new typing and moves. Flash Fire can help it switch into fire type moves to boost it own or it can run drought so it don't have to predict anything.

Niche in OU: Jumpluff have many good support moves combined with prankster and decent bulk, It can be one of the better support pokemon. Still with 4x weakness to ice, it effective can be limited due to mamoswine. Also with prankster, it can run spore, tailwind, leech seed and it will beat out any other prankster user due to his base 140 speed.

Niche in OU: Depending on the ability it has, Sunflora can be either a physical setup sweeper that can't have its attack lowered or a sun-based wallbreaker with STAB Weather Ball.
