people have barely explored using these right now. I think lowering the cost makes them more accessible for testing. If they're still unusable after that (they aren't), we can buff them more then

im aware old council already voted to buff them but w/e

I doubt it will gain any steam but I'm definitely opposed to multiple or infinite uses. It conflicts too much with Gem items and would require large scale balance changes for those as well if they are to be relevant (not that they are, thanks White Herb).

It seems regardless of however I vote, majority on c).
