Doug will soon have the final list of those who made the Upper and Lower Requirements of the Manaphy Suspect Test, and likely those who made the Hidden Requirement as well, since he now has the formula and spreadsheet templates with which to work. Yes, everyone. As I hinted at towards the conclusion of the last test, it no longer makes sense to grant those who reach the Upper Requirement the ability to impact the tiers of competitive pokemon without regard to literally anything else. Those who made the UR this time will probably not have their votes "overturned" by their submissions or to what extent they met the HR, if only because I purposely did not post this new "stipulation" until now because I did not want it to impact how seriously people approached this Suspect Test (jrrrrrr, I'm looking at you lol). Since we can all agree that battling prowess does not necessarily indicate experience with a Suspect, let alone the right to shape our competitive tiers, we can agree that granting those who meet the Upper Requirement carte blanche is not in the best interests of competitive pokemon.
Besides, unless:
1) you feel that the Hidden Requirement is not 100% objective
2) you feel that we will attribute a weight of only, say, 10% to the Upper Requirement part of one's total voting package so that we can keep out people (whose votes) we don't like even if they do have great Suspect Exp
3) you are or have been an Upper Requirement voter (none of this applies to people who haven't made the Upper Requirement this time or before)
you shouldn't have too much of a problem with this at all.
Anyway,
1) Characterize your involvement in the test. Did you play consistently throughout the month, or did you gain all your experience at the end of the test? Did you use the suspect avidly yourself or concentrate on observing it in battle?
2) Describe the criteria you will be using to cast your vote. For you, what aspects of a pokemon should be judged when determining its tiering between OU and Uber?
When addressing the second question, it is strongly recommended that you observe the Characteristics of Uber that were worked up in Policy Review for months:
Offensive Characteristic
A Pokémon is uber if, in common battle conditions, it is capable of sweeping through a significant portion of teams in the metagame with little effort.
Defensive Characteristic
A Pokémon is uber if, in common battle conditions, it is able to wall and stall out a significant portion of the metagame.
Support Characteristic
A Pokémon is uber if, in common battle conditions, it can consistently set up a situation in which it makes it substantially easier for other pokemon to sweep.
If you put a significant amount of effort into this Suspect Test, it would be best if you monitored this thread to see if you fulfilled the Hidden Requirement. Due to Shoddy names not always matching up with forums names, it is not practical for any of the three of us to consider sending private messages to these people. Of course, you may apply for special permission to myself or Aeolus this time around (not both of us, though I can assure you he's not going to be "nicer" than me regardless of my recent posts directed towards certain people involved in the Suspect Test process) by addressing the following:
1) Smogon Shoddy Battle Name
2) Screenshot of Smogon Shoddy Record
3) Computed scores for Rating and Deviation on the Suspect ladder
4) Explanation of why you did not meet the rating requirements ("I'm too busy" will get you an automatic denial)
5) Explanation of why you should be allowed to vote
