I'm taking this over for C_M, whose thread can be found and locked here.

The best possible Pokemon for an in-game team are the ones that are obtainable at the start of the game, can OHKO enemies easily, take little damage from nearly any attack, can learn many HMs, can heal itself, can learn useful moves upon level-up, doesn't need excessive TMs, and has a useful ability. Such a Pokemon doesn't exist of course, but this means that Pokemon closer to this ideal are obviously the best ones possible.

The goal of this in-game tier list is to recommend a select group of Pokemon for an efficient run through the game. The ones that fit most of the above requirements are placed in the high tier. Very inefficient Pokemon will be put in the low tier. Ones that are neither efficient nor inefficient, for example Pokemon that have some opportunity costs but don't end up as good as high tiered ones, will be put in the middle tier.

Don't confuse an efficient run with a speed run. Speed runs are often ones that are segmented and recorded with luck manipulation through resets, and aim for the absolute fastest time recorded, but the real time spent on them is usually much more. Just assume you want to play through in a relatively fast timeframe.

Team size is actually most efficient if you use only one member, but I'm assuming something more like 3 members, as otherwise you get extremely centralized lists with starters and early game Pokemon at the far top and everything else pretty much too inefficient to bother with.

Also note when reading through this guide that some of the moves and abilities listed for a Pokemon may only be obtained by their evolutions. Some Pokemon may be placed in higher tiers due to their evolution's capabilities as well. Some Pokemon may be placed high on the tier, though they may only be obtainable via the Pokewalker. This tier list assumes that the Pokemon are obtained in-game, unless specified otherwise.

Note about the Pokéwalker: some of the Pokemon listed below require 10,000+ steps to unlock with the Pokéwalker. As the Pokéwalker is a pedometer (which counts your real-life steps), for your health, please do not overexert yourself to obtain every single Pokemon in one go. Obtaining all of the Pokemon takes real time, and obtaining Pokemon is not worth enough to risk your own health. For more information on how to use the Pokéwalker and its intricacies, follow the link to the Bulbapedia article here: http://bulbapedia.bulbagarden.net/wiki/Pokewalker

Uber Tier:

Cyndaquil
Availability: Beginning
Stats: Above Average
Movepool: Decent
Additional Comments: Its Special Attack and Speed stats are great, it learns useful moves upon level-up, and is useful against almost every Gym in the game.

Scyther
Availability: Early
Stats: Above Average
Movepool: Decent
Additional Comments: While it is rare and only available during the Bug Catching Contest, its Technician-boosted moves, such as Aerial Ace and Quick Attack, are incredibly powerful, especially when compared to the rest of your team at the time. It keeps its usefulness throughout the game thanks to its generally high Speed and Attack stats and good movepool.

Totodile
Availablity: Beginning
Stats: Above Average
Movepool: Wide
Additional Comments: Its stats are well-rounded, it learns useful moves upon level-up and through TMs and HMs, and is useful against almost every Gym in the game.

Top Tier:

Geodude
Availability: Very Early
Stats: Average
Movepool: Decent
Additional Comments: While it requires a Trade to become fully-evolved, its Rock/Ground typing, high Defense and Attack, and good movepool is amazing in-game and usually won't require full evolution. Unfortunately, it's almost useless against the eighth Gym and the Elite Four.

Heracross
Availability: Early
Stats: High
Movepool: Decent
Additional Comments: It's rare and can only be found by Headbutting trees, but it's incredibly powerful and extremely useful against all of the Gyms, especially the third, sixth, and seventh ones.

Ho-Oh (HeartGold)
Availability: Late
Stats: Very High
Movepool: Wide
Additional Comments: While caught late in the game, its high level, incredible stats, and movepool more than make up for it. It also has amazing match-ups against the Elite Four and can almost single-handedly carry the team through the bulk of it.

Lugia (SoulSilver)
Availability: Late
Stats: Very High
Movepool: Wide
Additional Comments: While caught late in the game, its high level, incredible stats, and movepool more than make up for it. It also has amazing match-ups against the Elite Four and can almost single-handedly carry the team through the bulk of it.

Magikarp (Gyarados)
Availability: Early
Stats: High
Movepool: Shallow
Additional Comments: Magikarp is incredibly useless when caught and requires a lot of training; however, once evolved into Gyarados, its stats skyrocket, and while its movepool is shallow, it learns decent moves through level-up, TMs, and HMs.

Mareep
Availability: Very Early
Stats: Above Average
Movepool: Shallow
Additional Comments: It is the only useful Electric-type in the entire game, as it is caught early, evolves early, learns decent moves through level-up, and is surprisingly bulky.

Nidoran-F
Availability: Early
Stats: Above Average
Movepool: Very Wide
Additional Comments: While its level-up movepool is poor, it's just good enough to stay useful until you acquire a Moon Stone to fully evolve it. Once fully evolved, its stats are very high compared to the rest of your team, its TM movepool is gigantic, and its typing is amazing against Team Rocket.

Nidoran-M
Availability: Early
Stats: Above Average
Movepool: Very Wide
Additional Comments: While its level-up movepool is poor, it's just good enough to stay useful until you acquire a Moon Stone to fully evolve it. Once fully evolved, its stats are very high compared to the rest of your team, its TM movepool is gigantic, and its typing is amazing against Team Rocket.

Pinsir
Availability: Early
Stats: High
Movepool: Decent
Additional Comments: While it is rare and only available during the Bug Catching Contest, its good movepool and high stats, especially Attack, more than make up for it. It's also amazing against the rest of the Gyms, especially the third, sixth, and seventh ones.

Spearow
Availability: Early
Stats: Average
Movepool: Decent
Additional Comments: If received from the Goldenrod Gate Keeper, it comes at a relatively high level and will evolve after leveling up once. Its Attack and Speed stats are also very good and its movepool is decent.

High Tier:

Abra
Availability: Early
Stats: High
Movepool: Wide
Additional Comments: It is incredibly hard to train until evolution, but is very powerful and fast once it does evolve. It does require a Trade to become fully evolved, though Kadabra is plenty strong and is great for defeating the fifth Gym and Team Rocket.

Kangaskhan (Pokéwalker)
Availability: Early
Stats: High
Movepool: Wide
Additional Comments: Is available very early in the game via the Pokéwalker and only requires 3,000 steps to unlock; without the Pokéwalker it can only be obtained after the Elite Four in Kanto. Its Attack and Speed stats are very good and it's very bulky.

Lapras
Availability: Mid-game
Stats: High
Movepool: Wide
Additional Comments: Can only be caught one day of the week and is difficult to catch; however, it is acquired at a high level and its Ice-type STAB is amazing for the last Gym and the Elite Four.

Machop
Availability: Early
Stats: Above Average
Movepool: Decent
Additional Comments: While it requires a Trade to become fully evolved, its Attack is very high and is very useful at the time it's acquired in Goldenrod. It does lose usefulness later in the game if you don't fully evolve it.

Magmar
Availability: Mid-game
Stats: Above Average
Movepool: Wide
Additional Comments: Its Speed and Special Attack are relatively high, and it learns good moves through level-up and TMs. It's not very useful at the time of capture, but it can prove invaluable for the sixth and seventh gyms.

Miltank
Availability: Mid-game
Stats: Above Average
Movepool: Wide
Additional Comments: While it's rare, its Attack and Speed stats are very good and it learns Body Slam shortly after capture. It's also very bulky and good for the later Gyms.

Misdreavus (Pokéwalker)
Availability: Mid-game
Stats: Above Average
Movepool: Decent
Additional Comments: While normally not available until you reach the Cliff Cave by Cianwood City, by which time its stats will prove too low compared to the rest of your team, it can be obtained very early in the game via the Pokéwalker. Although it requires 50,000 steps to unlock (and then a further 6,000 in the White Lake area), if obtained early, its typing is amazing for every single Gym up until the sixth. Unfortunately, it can't be fully evolved until after you have defeated the Elite Four.

Mr. Mime / Mime Jr. (Pokéwalker)
Availability: Mid-game
Stats: Above Average
Movepool: Decent
Additional Comments: Mr. Mime has excellent stats and wide movepool, but is only available in the Safari Zone in Cianwood City and at too low of a level by the time you can obtain one. However, Mime Jr. is available very early in the game via the Pokéwalker. While it requires 25,000 steps to unlock (and then a further 7,000 steps in the Sinnoh Field area), if obtained early, it can prove invaluable for the fourth and fifth Gym and Team Rocket.

Ratatta
Availability: Very Early
Stats: Below Average
Movepool: Wide
Additional Comments: Is very fast and powerful for the first half of the game, and is still decent for the second half. It loses a lot of usefulness by the time you reach the Elite Four, where its stats are comparatively lower than the rest of your team.

Sudowoodo
Availability: Mid-game
Stats: Average
Movepool: Decent
Additional Comments: Its Rock typing is great in-game and its Attack and Defense stats are good; however, it is outclassed by Geodude for in-game usefulness.

Tauros
Availability: Mid-game
Stats: High
Movepool: Decent
Additional Comments: While it's rare, its Attack and Speed stats are very good. Upon capture, it comes with Horn Attack and learns Zen Headbutt shortly afterwards. It's also very bulky and good for the later Gyms.

Venonat
Availability: Early
Stats: Average
Movepool: Wide
Additional Comments: While its stats are kind of poor, its movepool and ability Tinted Lens allow it to veritably blow through many of the in-game teams. It's also very helpful against the fourth and fifth Gyms, as well as Team Rocket.

Zubat
Availability: Very Early
Stats: Average
Movepool: Decent
Additional Comments: While its level-up movepool is terrible until it learns Bite and Wing Attack, its typing is great in-game and is extremely fast when it fully evolves.

Upper Mid Tier:

Aipom
Availability: Early
Stats: Average
Movepool: Decent
Additional Comments: While it is very fast and learns a lot of useful TMs, it is very frail and relatively weak until it evolves.

Doduo (Pokéwalker)
Availability: Very Early
Stats: Average
Movepool: Decent
Additional Comments: While normally not obtainable until late in the game, it can be acquired very, very early in the game through the Pokéwalker. It only takes 2,000 steps in the first area to unlock. It is fast and powerful and a very good substitute for Spearow.

Entei
Availability: Mid-game
Stats: High
Movepool: Shallow
Additional Comments: It is very hard to find and capture since it's roaming around Johto, but it's very powerful. It's also relatively outclassed by Ho-Oh and Cyndaquil, and the time spent trying to catch it usually isn't worth it.

Gastly
Availability: Early
Stats: Average
Movepool: Wide
Additional Comments: It's frail and its level-up movepool is terrible until level 24, but its typing is fantastic in-game and it is extremely fast and powerful when it does get to the higher levels. Unfortunately, it can only be fully evolved through a Trade, but that normally won't be required.

Growlithe (HeartGold)
Availability: Mid-game
Stats: Above Average
Movepool: Decent
Additional Comments: It's fast and powerful and learns a lot of good moves through level-up and TMs. It also can evolve at any time with a Fire Stone.

Hoothoot
Availability: Very Early
Stats: Average
Movepool: Decent
Additional Comments: It is not very powerful, but is incredibly bulky and can tank hits for the team very well. However, it is highly outclassed by Spearow.

Magnemite (Pokéwalker)
Availability: Very Early
Stats: Above Average
Movepool: Shallow
Additional Comments: While normally not available until mid-game, it can be obtained very, very early via the Pokéwalker. It only takes 500 steps (and then a further 1,000 steps in the Suburban Area) in the Pokéwalker to be acquired, and its typing and high Special Attack can prove invaluable in-game. If not obtained through the Pokéwalker, it will always prove to inferior to Mareep by the time you can catch one.

Meowth (SoulSilver)
Availability: Mid-game
Stats: Average
Movepool: Decent
Additional Comments: It's very quick and decently powerful. It also comes with Bite, which is fantastic for the fourth Gym, which is coincidentally around the time when you can obtain it. However, it is generally outclassed by Rattata for in-game usefulness. If obtained early via the Pokéwalker, it can make a good replacement for Rattata or Sentret.

Murkrow (Pokéwalker)
Availability: Early
Stats: Above Average
Movepool: Decent
Additional Comments: While not normally obtainable until late in the game, it can be acquired early via the Pokéwalker. It only takes 500 steps (then a further 1,000 steps in the Suburban Area) to unlock. It is very frail, but also very fast and powerful and it can be evolved early with the Dusk Stone.

Pidgey
Availability: Very Early
Stats: Average
Movepool: Decent
Additional Comments: It's decently strong and fast, but highly outclassed by Spearow.

Raikou
Availability: Mid-game
Stats: High
Movepool: Shallow
Additional Comments: It is very hard to find and capture since it's roaming around Johto, but it's very powerful and outclasses Mareep if you do capture it. However, the time spent trying to catch it usually isn't worth it.

Sentret
Availability: Very Early
Stats: Below Average
Movepool: Decent
Additional Comments: It's pretty slow and weak, but can prove invaluable as an HM slave since it learns Cut, Strength, Surf, and Rock Smash.

Swinub (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: While not normally available until late in the game, it can be obtained very early in the game via the Pokéwalker. If obtained through the Pokéwalker, its typing can prove amazing in-game. It is frail and the moves it learns through level-up aren't very good, but its Ice-type STAB makes it worth it. Unfortunately, it takes 30,000 steps in the Pokéwalker to obtain.

Tentacool (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: While it can normally be obtained at Route 32 with the Old Rod, there is only a 5% chance of encoutering one. Fortunately, it can be acquired very early in the game via the Pokéwalker. It only requires 2,000 steps in the Pokéwalker. Its movepool is pretty bad until it learns Bubblebeam at level 19, but its typing is phenomonal in-game.

Togepi
Availability: Early
Stats: Average
Movepool: Wide
Additional Comments: It can only be obtained by hatching the Egg that you receive from the Professor's aide, and will be at level 1 when you do hatch it. However, it's decently bulky, and it comes with Extrasensory, which is great for Team Rocket and the fourth Gym. It can also be fully evolved rather quickly through max Happiness and the Shiny Stone.

Vaporeon
Availability: Mid-game
Stats: High
Movepool: Shallow
Additional Comments: Its HP and Special Attack stats are monstrous and it learns very good TMs. It's also amazing to have for the eighth Gym and the Elite Four. However, it is obtained as a level 5 Eevee from Bill with very bad attacks. Fortunately, it can be evolved very early with a Water Stone, and it's received at a time when HM Surf and TM Shadow Ball should be available to you.

Voltorb (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: While normally not available until mid-game, it can be obtained very early via the Pokéwalker. It takes 3,000 steps to unlock (and then a further 3,000 in the Town Outskirts area), but its typing and Speed can prove invaluable in-game. If not obtained through the Pokéwalker, it will always prove to inferior to Mareep by the time you can catch one.

Chinchou (Pokéwalker)
Availability: Mid-game
Stats: Average
Movepool: Decent
Additional Comments: While normally not available until you obtain the Good Rod, it can be acquired relatively early in the game via the Pokéwalker. Once you unlock the GTS Trade system and do an International Trade, the Beyond the Sea area will be unlocked in the Pokéwalker. If you do not do an International Trade, Chinchou requires 50,000 steps to unlock. Regardless of when you obtain Chinchou, its stats are very balanced, its typing is great in-game, and it learns useful moves through level-up and TM.

Cubone
Availability: Mid-game
Stats: Average
Movepool: Decent
Additional Comments: Its level-up movepool is very good, its stats are decent, and its typing is great. Unfortunately, without the Thick Club, its Attack isn't as high as it could be. It is also very slow.

Stats: High
Movepool: Decent
Additional Comments: While normally not available until late in the game, it can be acquired early via the Pokéwalker. It requires 2,000 steps (and then 5,000 steps in the Blue Lake area) to unlock. It evolves very late, and it's hard to train, but it learns Dragon Rage at level 15 which is very useful in-game. It remains useful up until the eighth Gym, by which time it can only rely on the unreliable Dragon Rush for STAB. It does learn Surf and Waterfall, however.

Availability: Early (Primo Generator)*
Stats: Below Average
Movepool: Decent
Additional Comments: While normally not available until after the Elite Four, Slugma can be obtained very early thanks to the Primo Generator.* It is a great alternative to Cyndaquil in the early-game, but it loses its usefulness later in the game due to its lack of offense, horrible typing upon evolution, and low Speed.

Staryu (Pokéwalker)
Availability: Early
Stats: Above Average
Movepool: Wide

It only takes 200 steps (then 5,000 steps in the Beautiful Beach area) to unlock. There, this should be ready for GP checks.

Good luck to whoever is brave enough for that task.

Again, Slugma can be obtained REALLY early via Primo generator. I'm not qualifed to write anything on it, but it comes far earlier than Kanto.

edit:

I'd say low-mid. Asumming we ignore the "every fire type outclasses it" and that doesn't effect its rating.

Availability: Early
Stats: Average (Become low mid-game)
Movepool: Decent(It gets rock moves even as Slugma and starts with Yawn, which is nice in-game, it learns no fire moves for 30+ levels, but Fire Blast is an easily replaced early TM in HGSS)
Additional Comments: Can be obtained early via Primo, though under-leveled if you didn't run in circles to hatch him early, see Flib's generator.
http://www.filb.de/games/tools/aikotoba?l=en

I also have to disagree on Dratini's low placement. Once it hits level 15 it learns Dragon Rage, which is insane early-mid in-game, with it two hit KOing (and often 1hKOing) anything not named "Whitney's Miltank" (and what does do that?) for a huge chunk of Johto (It will 3HKO Chuck's 2 and Jasmine's Steelix, but otherwise fine) Pokemon, and it gets better options+evolution when it starts 3hkoing everything that way (Evolution along with Dragon Rush and Waterfall/Aqua Tail). It's also not hard at all to get from the Game Corner, and (if valid for the in-game tiers) getting a decent nature (Adamant is pretty nice for in-game, though other options exist) is very easy this way (savescum). Thunder wave is sex for in-game, for all purposes (1.5x catch chance, 1/4 chance of no move and instant out-seeding?). Not the best (May clear the 8th gym for you if your mom bought you a choice scarf, has issues with other gyms), but easily not low. mid-tier I'd say.

The Mismagius bit is also false. Only sun stones are award for first prize until the national dex, hardly early.

For Pokewalker, Bulbapedia cites something that says 10,000 steps a day is the recommendation for your health, so keep that in mind for your math.

Magmar can be found as Magby very early via Pokewalker, though the late evolution to Magmar (~Team Rocket hideout) means the burned tower ones are better.

I say bring Diglett down. It has terrible movepool unless you blow TMs you can't even have yet (Rock Slide/Stone Edge are post-national dex only, Rock Tomb isn't holding out till then). It comes far latter than mid-game at just before gym 6 (you have to backtrack from it to!) underleveled with nothing besides gym 6 being a good matchup.

Also: Why doesn't this thread show up under your "find more posts by ___"?

Thanks for the input deuxhero!

The part about Mismagius was my bad... Serebii lied to me ;_;

And, you can't find any of my posts because Search has been disabled on the whole site. I know, it's really annoying, but it did help speed the site up some.

EDIT: nvm search is back to working

Fuck this took forever.
Challenge accpeted.

Unofficial rate. I tried not to change the structure too much. I'm also not sure if the first part before the tiers was a part of it, so I did it anyway.

Blue for changes and additions.
Red for stuff to remove.

OP said:
The best possible Pokemon for an in-game team are the ones that are obtainable at the start of the game, can OHKO enemies easily, take little damage from nearly any attack, can learn many HMs, can heal themselves itself, can learn useful moves upon level up, don't doesn't need excessive TMs, and have has a useful ability. Such a Pokemon doesn't exist of course, but this means that Pokemon closer to this ideal are obviously the best ones possible.

The goal of this in-game tier list is to recommend a select group of Pokemon for an efficient run through the game. The ones that fit most of the above requirements are placed in the high tier, while very inefficient Pokemon will be put in the low tier. Pokemon Ones that are neither efficient nor inefficient, for example Pokemon that have some potential opportunity costs but don't end up as good as high tiered ones, will be put in the middle tier.

Don't confuse an efficient run with a speed run. Speed runs are often ones that are segmented and recorded with luck manipulation through resets, and aim for the absolute fastest time recorded, while but the real time spent on them is usually much more. Just assume you want to play through in a relatively fast time frame.

Some Pokemon may be placed high on the list tier, though they may only be obtainable via the Pokewalker.

For more information on how to use the Pokéwalker and its intricacies, follow the link to Bulbapedia here: http://bulbapedia.bulbagarden.net/wiki/Pokewalker

Additional Comments: While it requires a Trade to become fully-evolved, its Rock/Ground typing, high Defense and Attack, and good movepool is amazing in-game and usually won't require full evolution to become fully evolved. Availability: Mid-game
Stats: Above Average
Movepool: Decent
Additional Comments: Mr. Mime has excellent stats and wide movepool, but is only available in the Safari Zone in Cianwood City and at too low of a level by the time you can obtain one. Additional Comments: While normally not available until about mid-game, it can be acquired early via the Pokéwalker. It requires 50,000 steps to unlock. Its astounding type coverage usually makes up for its low stats, but it is generally too slow.

Rhyhorn (Pokéwalker)
Availability: Early
Stats: High
Movepool: Shallow
Additional Comments: While normally not available until about mid-game, it can be acquired early via the Pokéwalker. It requires 10,000 steps (and then 2,000 steps in the Volcano Path area) to unlock. Seel (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Decent
Additional Comments: While normally not available until late in the game, it can be acquired early via the Pokéwalker. Unfortunately, it requires 65,000 steps (and then 1,500 steps in the Stormy Beach area) to unlock. It is very good for the last Gym and the Elite Four, but the effort generally isn't worth it.

I didn't change anything for the few first paragraphs because that is exactly what is on-site right now, plus there isn't anything inherently incorrect about it.

I did make a large majority of the rest of your changes though. There was one about rewording that I didn't make.

Plus, I'm stamping your check because I can and it was a great check. Just next time, please bold your changes. They are pretty hard to see otherwise, especially if you use the quoting thing. Also, you could probably put your check in HIDE tags so as to not drag out the thread.

Sure thing. That was my first grammar check, so I really didn't know the syntax, but I got it now.

Tentacool (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: While normally not available until you obtain HM Surf, it can acquired very early in the game via the Pokéwalker. It only requires 2,000 steps in the Pokéwalker. Its movepool is pretty bad until it learns Bubblebeam at level 19, but its typing is phenomonal in-game.
Tentacool can also be captured on Route 32 (after Violet City) using the Old Rod, though it is only 5%.

GP CHECK: IMPOSSIBLE 2

It also has amazing match-ups in against the Elite Four and can almost single-handedly carry the team through the bulk of it.

Lugia (SoulSilver)
Availability: Late
Stats: Very High
Movepool: Wide
Additional Comments: While caught late in the game, its high level, incredible stats, and movepool more than make up for it. It also has amazing match-ups in against the Elite Four and can almost single-handedly carry the team through the bulk of it.

Additional Comments: If received from the Goldenrod Gate Keeper, it comes at a relatively high level and will evolve after leveling up once in one more.

WhileAlthough it requires 50,000 steps to unlock (and then a further 6,000 in the White Lake area), if obtained early, its typing is amazing for every single Gym up until the sixth.

Additional Comments: Is very fast and powerful for the first half of the game, and is still decent for the later second half. It loses a lot of usefulness by the time you reach the Elite Four, where its stats are comparitively comparatively lower than the rest of your team.

Gastly

Stats: Average
Movepool: Wide
Additional Comments: It's frail and its level-up movepool is terrible until level 24, but its typing is fantastic in-game and it is extremely fast and powerful when it does get to the higher levels. Unfortunately, it can only be fully evolved through a Trade, but that normally won't be required.

Growlithe (HeartGold)
Availability: Mid-game
Stats: Above Average

Additional Comments: It's fast and powerful and learns a lot of good moves through level-up and TMs. It also can evolve at any time with a Fire Stone.

Hoothoot
Availability: Very Early

Additional Comments: It is not very powerful, but is incredibly bulky and can tank hits for the team very well. However, it is highly outclassed by Spearow.

Magnemite (Pokéwalker)
Availability: Very Early
Stats: Above Average
Movepool: Shallow
Additional Comments: While normally not available until mid-game, it can be obtained very, very early via the Pokéwalker. It only takes 500 steps (and then a further 1,000 steps in the Suburban Area) in the Pokéwalker to be acquired, while and its typing and high Special Attack can prove invaluable in-game. If not obtained through the Pokéwalker, it will always prove to inferior to Mareep by the time you can catch one.

Meowth (SoulSilver)
Availability: Mid-game
Stats: Average
Movepool: Decent
Additional Comments: It's very quick and decently powerful. It also comes with Bite, which is fantastic for the fourth Gym, which is where coincidentally around the time when you can obtain it.

It is frail and the moves it learns through level-up aren't very good, but just because it has its Ice-type STAB makes it worth it.

Movepool: Wide
Additional Comments: It can only be obtained by hatching the Egg that you receive from the Professor's aide, and will be at level 1 when you do hatch it. It can also be fully evolved rather quickly through max Happiness and with the Shiny Stone.

Vaporeon

Additional Comments: Its HP and Special Attack stats are monstrous and it learns very good TMs. It's also amazing to have for the eighth Gym and the Elite Four.

Dratini (Pokéwalker)
Availability: Early
Stats: High
Movepool: Decent
Additional Comments: While normally not available until late in the game, it can be acquired early via the Pokéwalker. It requires 2,000 steps (and then 5,000 steps in the Blue Lake area) to unlock. It evolves very late, and it's hard to train, but it learns Dragon Rage at level 15 which is very useful in-game. It remains useful up until the eighth Gym, by which time it can only rely on the unreliable Dragon Rush for STAB. It does learn Surf and Waterfall, however.

Availability: Early
Stats: Above Average
Movepool: Decent
Additional Comments: While it is one of the better Grass-types available, it is very slow and its level-up movepool is terrible until it finally learns Confusion at level 27.

Oddish
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: Its level-up movepool is bad and it's slow. It does learn Sleep Powder, but its Grass-type STAB isn't useful in-game.

Onix
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: While its typing and movepool are great and it levels up quickly if you get it from the in-game Trade, its offensive stats are terrible and it can't be fully evolved without a Trade.

Sandshrew
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: Its typing is good and its stats are decent, but it doesn't learn any Ground-type attacks through level-up except for Sand Tomb at level 27.

Smoochum (Pokéwalker)
Availability: Early
Stats: Above Average
Movepool: Wide
Additional Comments: While normally not available until late in the game, it can be obtained early via the Pokéwalker. It only requires 1,000 steps (then 5,000 steps in the Dim Cave area) to unlock. Its stats are very low, but its STAB attacks are phenomonal in-game, and once it evolves its high Speed and Special Attack stats are great for the Elite Four.

Snubbull
Availability: Early
Stats: Average
Movepool: Decent
Additional Comments: Its Attack stat is very high and it learns good moves through level-up, but it's very slow.

Slugma
Availability: Early (Primo Generator)*
Stats: Below Average
Movepool: Decent
Additional Comments: While normally not available until after the Elite Four, Slugma can be obtained very early thanks to the Primo Generator.* It is a great alternative to Cyndaquil in the early-game, but it loses its usefulness later in the game due to its lack of offense, horrible typing upon evolution, and low Speed.

Staryu (Pokéwalker)
Availability: Early
Stats: Above Average
Movepool: Wide
Additional Comments: While normally not available until mid-game, it can be acquired very early in the game via the Pokéwalker. It only takes 200 steps (then 5,000 steps in the Beautiful Beach area) to unlock. Its Special Attack and Speed stats are great and the amount of TMs it can learn is astounding, but its defenses are low and it is generally outclassed by Lapras and Vaporeon.

Tangela
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: Its stats are good except for its Speed, but its level-up movepool is terrible and its typing isn't useful in-game.

Wooper
Availability: Early
Stats: Average
Movepool: Decent
Additional Comments: Its typing is great and its stats are good, but it is very slow and is not as good against the eighth Gym or Elite Four as Lapras or Vaporeon.

Lower Mid Tier:

Stats: Average
Movepool: Shallow
Additional Comments: It is very frail and only available mid-game, but it is very fast and its STAB is good for the sixth Gym and Team Rocket.

Jolteon
Availability: Mid-game
Stats: High
Movepool: Very Shallow
Additional Comments: It's very fast and powerful, but very hard to train as it learns almost nothing through level-up and only a couple of useful TMs.

Krabby (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: While normally not available until about mid-game, it can be acquired early via the Pokéwalker. It requires 2,000 steps (and then 500 steps in the Blue Lake area) to unlock. Its Attack is very high, but its level-up movepool is terrible and its Special Defense and HP are very low.

Larvitar
Availability: Mid-game

Additional Comments: It's very rare and evolves late, but its typing is very good in-game and its stats are excellent.

Availability: Mid-game
Stats: Average
Movepool: Shallow
Additional Comments: It's obtained kind of late and at a low level, but it's fast and powerful and very good for the seventh Gym.

Marill
Availability: Mid-game
Stats: Above Average
Movepool: Decent
Additional Comments: Its stats are good and its Attack is gigantic thanks to Huge Power, but it's almost impossible to obtain. It's very rare in Mt. Mortar, and requires 80,000 steps in the Pokéwalker.

Pineco
Availability: Early
Stats: Above Average
Movepool: Shallow
Additional Comments: Very hard to train, as while it learns high power moves, they have high recoil.

Remoraid (Pokéwalker)
Availability: Early
Stats: Average
Movepool: Very Wide
Additional Comments: While normally not available until about mid-game, it can be acquired early via the Pokéwalker. It requires 50,000 steps to unlock. Its astounding type coverage usually makes up for its low stats, but it is generally too slow.

Rhyhorn (Pokéwalker)
Availability: Early
Stats: High
Movepool: Shallow
Additional Comments: While normally not available until about mid-game, it can be acquired early via the Pokéwalker. It requires 10,000 steps (and then 2,000 steps in the Volcano Path area) to unlock. While its stats are good and its typing phenomonal, it doesn't learn any useful moves through level-up until very late in the game. It also evolves late and requires a Trade to become fully evolved.

Shellder (Pokéwalker)
Availability: Early
Stats: Above Average
Movepool: Decent
Additional Comments: While normally not available until about mid-game, it can be acquired early via the Pokéwalker. It requires 2,000 (and then 500 steps in the Blue Lake area) to unlock. It is very good for the last Gym and the Elite Four, but it's slow and has terrible Special Defense, so the effort generally isn't worth it.

Slowpoke
Availability: Early
Stats: Above Average
Movepool: Wide
Additional Comments: It's very bulky, has two good STABs, and has a good Special Attack stat, but it's just too slow to be useful. It's low Special Defense is also a downside, and it requires TMs and HMs to be very useful.

Yanma
Availability: Early
Stats: Above Average
Movepool: Shallow
Additional Comments: Yanma is relatively weak, learns poor moves through level-up, and is very difficult to raise until evolution at level 33. Even though Yanmega is very powerful, the time spent raising Yanma isn't worth it.

Low Tier:

Clefairy (Pokéwalker)
Availability: Early
Stats: Average

Movepool: Shallow
Additional Comments: Its offensive stats are poor and it doesn't learn any good moves through level-up.

Mantine
Availability: Mid-game
Stats: Average
Movepool: Shallow

Stats: Above Average
Movepool: Decent
Additional Comments: While it's strong once it evolves, it is obtained too late in the game and at too low a level.

Availability: Early
Stats: Pathetic
Movepool: Very Shallow

Availability: Early
Stats: Below Average

Additional Comments: While its typing is good, its stats are poor and its level-up movepool is bad.

Stats: Above Average
Movepool: Pathetic
Additional Comments: It has enormous defenses, but next to nothing for a movepool or offensive stats.

Availability: Early
Stats: Below Average
Movepool: Shallow
Additional Comments: While it's better than Weedle, its stats are still too low and its movepool sucks.

Sunkern
Availability: Early
Stats: Average
Movepool: Shallow
Additional Comments: Is absolutely pathetic unless you evolve it with a Sun Stone. Even then, it's incredibly slow and Grass-types just generally aren't worth it.

Tyrogue

Movepool: Decent
Additional Comments: Available way too late in the game and at too low a level.

Weedle
Availability: Early
Stats: Below Average
Movepool: Shallow
Additional Comments: Its typing is OK and it evolves very quickly, but its stats and movepool are just awful.

HGSS In-game Tier List

Introduction

For more information on how to use the Pokéwalker and its intricacies, follow the link to the Bulbapedia article here.
