[Overview]

Joltik has a very good offensive typing, its STAB Electric-and Bug-type attacks providing great coverage alongside moves such as Energy Ball.
Access to Unnerve is valuable in Little Cup, where so many Pokemon carry Oran Berry to heal themselves. While Joltik does have access to Compoundeyes, the only useful move it could utilize in conjunction with its ability is Thunder, which it unfortunately doesn't have. Overall, though, Joltik has a niche in Little Cup, and should always be considered when making a team.

[SET]
name: Choice Scarf
move 1: Thunderbolt
move 2: Bug Buzz
move 3: Volt Switch
move 4: Energy Ball
item: Choice Scarf
ability: Unnerve
nature: Modest / Timid
evs: 36 HP / 220 SpA / 236 Spe

[Set Comments]

Joltik's base 65 Speed makes it a decent user of Choice Scarf.
High Special attack coupled with 25 Speed, factoring in Choice Scarf, makes it a very useful Pokémon in Little Cup. Thunderbolt and Bug Buzz are very powerful moves thanks to the STAB boost, allowing Joltik to hit many Pokemon in the metagame hard. Volt Switch is very useful in scouting and maintaining momentum, and is also boosted by STAB.
Energy Ball is useful in hitting phenomenal threats such as, Chinchou, who can otherwise take Joltik's attacks with ease.

[Additional Comments]

The EV spread gives Joltik maximum Special Attack and Speed. Modest nature boosts Joltik's low offense, while Timid allows it to outspeed Scarf users with 16 Speed. The trade-off between Timid and Modest is that of Speed and Attack. Ground-type support is appreciated to wall Pokemon like Chinchou who would create havoc for Joltik.

[SET]
name: Agility
move 1: Agility
move 2: Thunderbolt
move 3: Bug Buzz
move 4: Energy Ball / Hidden Power Ice
item: Life Orb
ability: Unnerve
nature: Modest
evs: 36 HP / 220 SpA / 236 Spe

[Set Comments]

After using Agility, Joltik hits 32 Speed, letting it outrun almost everything in the metagame and fire off its powerful Life Orb-boosted attacks.
Thunderbolt and Bug Buzz, Joltik's STAB attacks, achieve excellent power and coverage, Bug Buzz hitting Grass-types which resist Thunderbolt.
Energy Ball is another option as it can hit Chinchou and most Ground-types pretty hard.

[Additional Comments]

Hidden Power Ice takes care of Ground-types, such as Hippopotas, who would otherwise check Joltik pretty well. Modest nature is used for the power, since Joltik already outruns most Choice Scarf users after an Agility. The given EV set allows Joltik to maximise its Speed and Special Attack. This allows it to be fast and be able to hit other Pokemon. Ground-type support is useful to Joltik in countering Pokemon like Chinchou.

[Set]
name: Sub + 3 Attacks
move 1: Substitute
move 2: Thunderbolt / Volt Switch
move 3: Bug Buzz
move 4: Energy Ball / Hidden Power Ice
item: Life Orb
ability: Unnerve
nature: Timid
evs: 36 HP / 220 SpA / 236 Spe

[SET COMMENTS]

Substitute is a phenomenally useful move, simultaneously protecting Joltik from powerful attacks, easing prediction, and protecting from status.
Thunderbolt and Bug Buzz, boosted by STAB, can then be used to hit opponents really hard. Hidden Power Ice hits Hippopotas while Energy Ball hits both Hippopotas and Chinchou; these two Pokemon would otherwise wall Joltik. Timid nature is mandatory in order for Joltik to outrun opponents such as Chinchou.

[ADDITIONAL COMMENTS]

Although Substitute will lead to Joltik being worn down quickly, Life Orb is chosen so that
Joltik hits as hard as it can. Volt Switch can be used over Thunderbolt to escape from sticky situations, but Substitute can fulfill this role in most cases. Energy Ball is recommended over Hidden Power Ice since it can provide very good coverage, hitting Pokemon such as Chinchou which would otherwise wall Joltik. Joltik always appreciates the assistance of ground-types like Digglet who provide it immunity from Chinchou.

[Other Options]

Entry hazard support is helpful in assisting Joltik's sweep
. Joltik gets Sucker Punch, X-Scissor, Wild Charge, and other options which can help it fit a mixed or physical role, but it's generally outclassed by the special sets due to low Attack. Discharge could be used for the chance of paralysis, but it is not too reliable and it does considerably less damage. Joltik can use Charge Beam to set up, but is rather frail and slow.

[Checks and Counters]

The Choice Scarf set can easily be trapped by a Hone Claws Diglett,
set up on, and killed. Faster Choice Scarf users can beat Joltik's Scarf set. The Agility set loses to priority moves and bulky Pokémon that wield Eviolite. If Munchlax is carrying an Eviolite, then it can easily wall all of Joltik's sets.

[Dream World]

Swarm isn’t of much use, as it is very situational. Unnerve is a far
superior option.

[Overview]

Joltik has a very good offensive typing, its STAB Electric-and Bug-type attacks providing great coverage alongside moves with Electric and Bug. It has good moves from its own type along with other moves that provide it good coverage such as Energy Ball. Unnerve is a good ability to have in Little Cup, where Berries are common where several opponents carry berries. This ability prevents them from using it. Though Compoundeyes Thunder is excellent, Joltik's low base stats prevent it from effectively using this strategy. Though it is pretty useful, it's weak base stats prevent it from abusing Compoundeyes Thunder which otherwise could have been very useful.
(I think it is good to end your overview on a high – consider adding another sentence)

Energy ball is an option can also be used over Volt Switch since it gives better coverage, only at the cost of the ability to scout and damage the opponent at the same time Bug Buzz is also an option since it does bite off a chunk of Chinchou's HP if it isn't carrying Eviolite. The selected EVs give Joltik maximum Special Attack and Speed. Modest nature boosts Joltik's low offense, while Timid allows it to outspeed 16 Speed Pokémon using a Choice Scarf. Life Orb allows Joltik to really pack a punch with its attacks. Thunderbolt and Bug Buzz, Joltik's STAB attacks, achieve excellent power and coverage, Bug Buzz hitting Grass-types which resist Thunderbolt Thunderbolt is a strong STAB attack that can be used to hit several Pokémon. Bug Buzz is useful in hitting those Pokémon that resist Thunderbolt such as the Grass Types. Bug Buzz, similar to Thunderbolt has STAB which is quite handy. Hidden Power Ice can hit the Ground-types, such as Gligar, who would otherwise check Joltik pretty well.

After using Agility, Joltik is able to reach a 16 Special Attack and a 32 Speed which is extremely useful. Energy Ball is another option as it can hit Chinchou and other most Ground-types pretty hard.
Substitute is a phenomenally useful move, simultaneously protecting Joltik from powerful attacks, easing prediction, and protecting from status.
This set is different from most other Substitute sets as it uses Substitute to avoid an early KO and still hit very hard. Thunderbolt and Bug Buzz, boosted by STAB, can then be used to hit get STAB that hits opponents really hard. Hidden Power Ice hits Gligar while Energy Ball hits Chinchou; these two Pokemon would otherwise wall Joltik. This combination of moves can be very useful for Joltik as it can take down several Pokémon such as Gligar who would have otherwise crushed it. Timid nature is mandatory in order for Joltik to outrun opponents such as … (list some stuff I don't play little cup) to be able to outspeed most of the threats with Joltik's speed.

Actually, it isn't Joltik's low base stats that prevent it from utilizing Compoundeyes; Joltik doesn't have access to Thunder like it's evolution.

I'd also recommend that Energy Ball takes the primary slash over Hidden Power Ice since Chinchou is very dangerous and Gligar is banned.

Probably missing something...but wouldn't Energy Ball be able to hit Hippopotas as well?

In response to "Hidden Power Ice hits Hippopotas while Energy Ball hits Chinchou"

I'm pretty sure that was changed straight from Gligar, but yeah, you're right about that.
