You were right to calc the multi-hit move that way, that's how it works in-game after all.

If Rock Slide is disallowed via arena (it shouldn't be as far as i can see), go out with a bang and use belly Drum instead on that action.

It's a big metal platform in the sky, and the restrictions specifically state moves requiring a natural source (Grass Knot, Rock Slide, etc.) cannot be used. So yeah.
