Battle on the Waterside Plateau! HD vs. Pikapwnd (reffed by Flamestrike)

Brandon stood on the plateau, waiting for the trainers that would be battling to arrive. Overhead Skystrike circled the arena, now a powerful Braviary who would be in charge of saving Pokemon that fell off the plateau, though they would still be treated as KOed. While waiting for the trainers to arrive, Brandon went over the rules one last time.

The first trainer, HD, arrived. Still waiting for Pikapwnd, Brandon quickly looked around the arena.

Arena: Water Side Plateau

A plateau several hundred feet above a beach. If you fall, you're considered KOed, however it's close enough for water to be summoned for moves like Surf with only a minimal extra energy (+2). The plateau is 15 feet in diameter and is made of solid stone, so no Digging. There's a 20% chance for Rain Dance to start at the beginning of each round.
Pikapwnd arrived, and while the two trainers made their final preparations Brandon quickly looked over the teams.

Brandon noticed that the trainers were ready to go, and addressed them. "Alright, HD you know how this works but for Pikapwnd's sake I'm going to explain. As match seeker HD sends out his Pokemon first, declaring its ability at the same time. Then Pikapwnd will send out his Pokemon, declare its ability, and give its orders. Then HD will order and I'll figure out what happened. After that HD orders first, and the order switches up every round. So if no one has any questions, we'll get started!"

Brandon watched as the trainers sent out their Pokemon. HD sent out a Rufflet named Agila, while Pikapwnd sent out Moar hugs the Mantyke. Skystrike gave a loud roar of approval upon seeing the Rufflet, and with that the battle began! Agila began the match, scrunching up its face in an attempt to Leer at Moar hugs! It still looks cute as ever, but Moar hugs' defense is lowered regardless! Moar hugs, rather than hugging Agila like her name would suggest, instead launches a Hydro Pump at Agila, hitting it hard and pushing it back a bit!

Clawing at the rock plateau, Agila managed to gather enough rocks to toss a Rock Slide at Moar hugs, boosted by her Sheer Force! Sensing the danger, Moar hugs abandoned the Hydro Pump he was preparing and used an evasive Agility to make the attack miss! Frustrated, Agila flew right up to Moar hugs, and instead of a hug gave her a Sheer Force-boosted Crush Claw to the face! Fighting through the pain and taking advantage of Agila's close proximity, the Mantyke responded with an Ice Beam, scoring a critical hit and sending the Rufflet flying back to where it started! To make matters worse for Agila, her talons were frozen! "It'll take a while for that ice to melt, unless she manages to crack it against something," Brandon thought. Just then, he felt a raindrop on his head, and before long a downpour had begun! "Hopefully these guys finish soon," Brandon said, shivering, as he checked on the Pokemon.

Usually I do it that way to balance out the fact that you get a 100% dodge for just 2 more energy than a standard dodge, in a similar fashion to how evasive U-Turn/priority moves don't do damage. If you want you can ask Flora about it though, and if she agrees that you should get the +2 speed as well then I'll change it.

EDIT @ below: Yeah, Swift Swim is active now, so next round you'll have the boost from it.
 
I'm fine with it, the balance seems fair. I was just comparing to what I've seen in previous battles. And What about the speed boost from Swift Swim?

Mantyke, Open with a bubble beam toxic combo for damage and a harder to dodge poison. Then drop a haze on the field to get rid of that Bulk up and leer drop and maybe try to hide in it.

As Brandon got out his umbrella, Moar hugs, now faster thanks to his Swift Swim ability, led off the round by combining some Toxic sludge with his BubbleBeam, making a Toxic BubbleBeam! The attack didn't hit very hard since it was no longer Water-type, but the poison seeped into Agila, leaving him badly poisoned! Angered, Agila summoned all her Sheer Force to blow a Rock Slide at Maor hugs with the rocks left over from the last one! The blow caught the Mantyke by surprise and landed a critical hit, sending him flying back a few feet! After his combo Maor hugs had to rest, so Agila took the time to Bulk Up, boosting both attack and defense!

Maor hugs decided that she didn't want to let it keep those boosts, and let out a Haze to negate all stat boosts! She also tried to hide from the incoming Rock Slide, but with her claws now thawed and her Sheer Force backing the attack, Agila found her mark, nailing the Mantyke and sending it back another foot or so before landing in the center of the arena! Brandon could tell the Rufflet had gained the advantage, but it was still anyone's game. He also noticed that the rain had gotten a bit softer as he checked on the Pokemon.

As the rain continued to fall, the two Pokemon stared each other down. Agila moved in for a Sheer Force Crush Claw, but with an evasive Agility Moar hugs managed to just barely get out of the way. However, Brandon noticed that she looked a bit confused as she tried to remember what she was supposed to do this time! The Rufflet noticed her opponent's helplessness and took advantage with a Sheer Force Rock Slide, bringing the Mantyke dangerously close to the edge! "This isn't good for Pikapwnd, Mantyke isn't very mobile out of water, so it's going to be tough to get to a safe area," Brandon mused.

Moar hugs wasn't about to give up, however, and she definitely remembered what to do this action, firing an Ice Beam at Agila! The blow caught her by surprised and sent her flying back. "What a critical hit," Brandon exclaimed. Not to be outdone, Agila flew right back and landed a Sheer Force Crush Claw on Moar hugs, leaving it almost teetering on the edge and nearly fainted! Skystrike quickly flew over, ready to catch the little Pokemon if she fell while Brandon quickly checked on the Pokemon.

About the substitution thing, from the latest SOTG and Battle Tower thread:

For each of their Pokemon, a Player acting first may create a substitution based on one specific Attack or Command the opponent can issue and substitute their called actions. This conditional can only be triggered by one of the opponent's actions, however it may apply to multiple consecutive actions for the trainer's Pokemon in that round.

We discussed it on IRC and decided that the first substitution was fine (even though making a command for any attacking move is stretching the rule a lot, especially since subbing for non-attacking moves is generally frowned upon), but since you changed the move being used for the second it was completely different and thus illegal. Had you stuck with Agility for the second one as well it would have been fine. Sorry :(

Agila hung on though, and crushed Moar hugs once and for all with a Sheer Force Rock Slide! As Pikapwnd recalled his Mantyke and HD congratulated his Rufflet, Brandon checked to see how close Agila was to biting the dust. Surely she couldn't have much left in her with the Toxic damage adding up?
