Yeah and, I'll out KFC too. (I don't enjoy KFC, it was just a good nickname.)

OK Smiley Use Thunder Wave-Dragon Dance Aqua Tail all moves directed at Charmeleon.
KFC use Double Team (3 clones) then Flame Burst at Rotom twice!
SUB: If Willo-wisp is used on Smiley, then jump in front of it!
 
Hmmmm, let's start his battle on the offensive. I want Maui to Outrage Dragonair the entire round. That should do plenty damage. Samsung let's by Protecting Maui, wouldn't want her to become Paralyzed. Then, find a fan in this junkyard, and Phaze into it. You will become Rotom-S! Then, since you are a fan, blow a bunch of junk at Dragonair. The junk hitting dragonair should make it hard for her to see, and also do some damage from the impact!

here we are for this doubles battle, let's get underway. samsung, being the quickest, protects its partner, who then goes into an outrage, hitting smiley for super effective damage. smiley tries to thunder wave maui in return, but samsung's protection prevents this from being successful. kfc just chills out and makes three clones of herself with double team.

samsung looks amongst the junk for a particular item to haunt and finds a fan; he phazes into it and becomes rotom-s! maui keeps on outraging, again striking smiley for good damage. smiley does a dance this time; a dragon dance, boosting her attacking prowess. kfc ejects a burst of flame at samsung; maui takes some splash damage as well from the explosion on impact.

smiley, now the quickest on the field, hits maui with her tail imbued with aquatic powers, dealing super effective damage. samsung decides to blow some junk at smiley instead of using a regular attack like everyone else (hipster rotom?), doing some damage; maui outrages some more but this time only manages to hit one of kfc's clones; she also calms down but is now severely confused. speaking of kfc, she attacks with a flame burst once more, and once more maui takes some splash damage.

Rotom: Shock Wave + Thunderbolt combo (The Shock Wave never misses, so it should lead the Thunderbolt to the real Torchic) ~ Combo Rest ~ Charge

Dragonair: Use Thunder to block and cancelout Rotoms combo-Dragon Dance-Aqua Tail Charmeleon
SUB: If Thunder won't cancel out the combo, then thunder rotom directly.

Torchic: Flame Burst x3 Rotom
SUB: If hit by Combo then replace first flame burst with another double team (2 clones).

PS: I'm pretty sure that your allowed one sub per pokemon but if that is not the case, then I priotise Dragonairs sub over Torchic's.

PSS: Charmeleon's Rock Slide should hit a random target, as the actual target was not specified.

smiley starts off with a devastating thunder attack, but it lands beside samsung rather than on it. maui tries to dance but gets confused and hurts herself. kfc shoots another flame burst at samsung, and the little fan unleashes a mighty shock wave+thunderbolt combo attack on kfc, smashing right through her clones and going straight for her!

smiley chills out and dragon dances again, while samsung recovers from that combo attack. maui snaps out of confusion and sends a rock slide cascading down onto her opponents, and it even makes kfc flinch.

smiley, now very quick, smacks maui with another aqua tail, doing excellent damage. samsung decides to charge power, boosting its special defense and making its electric attacks more powerful. maui sends another rock slide down on her foes, but this time kfc can unleash another flame burst at samsung.
