<p>At first glance, Cinccino does not look very threatening. Speed is its only decent stat, and it also suffers from a poor movepool with no viable way of hitting Steel-type Pokemon. However, Skill Link turns Cinccino from a mediocre Pokemon to a threat that all UU teams should be prepared for. Skill Link allows Cinccino to effectively utilize its multi-hit moves, as they will always hit 5 times, with the added benefit of breaking Substitutes and continuing to attack. So, what is this cute little thing doing in NU? The answer to this is simple. First, it is walled by common Steel-type Pokemon such as Bronzong and Cobalion, as well as being easily revenge killed by Choice Scarf users due to its poor defenses. Regardless of its flaws, however, Cinccino can give headaches to teams that lack Steel-types.</p>

Rock Blast is its best option against the likes of Chandelure and Zapdos, potentially hitting them through Substitute, while Bullet Seed lets it handle Rhyperior and is its strongest option against bulky Water-types. In the early game, U-turn is a great move to have, scouting for the opponent's switch-ins and reacting accordingly.</p>

Additionally, Life Orb recoil and Stealth Rock damage could lead to Cinccino being weakened more quickly than usual, which a Choice Band avoids. As Cinccino has trouble beating Steel-types, its best teammates are those who can handle Steel-types. Although Bisharp is not as bulky as the other Steel-types mentioned, it can hit Cinccino hard with Sucker Punch. In addition, bulky Ghost-types will trouble Cinccino thanks to their immunity to Tail Slap. Cofagrigus and Dusclops easily take any hit from Cinccino, while they can use Will-O-Wisp to weaken it. Thanks to its Prankster ability, Sableye can burn Cinccino before it even gets the chance to attack. Hitmontop can also take it on thanks to Intimidate and STAB Close Combat. Aside from beating it with defensive Pokemon, it's also easy to revenge kill thanks to its virtually nonexistent bulk. Give Choice Scarf a try actually, I know it seems piss weak (and bad) but I thought the same before trying it in NU and when I did I got surprised because it was decent. Haven't used it in UU so i don't know if it's analysis-worthy (I will try it and give some input later) but yeah just posting to say you should try it before (in the case you haven't)

I stamped it because it's a Cincinno - it's going do one thing. You have the moveset right. Consider it a vote of confidence that you won't fuck up the skeleton.
 
I think Aqua Tail, Work Up, etc have to be in OO. Sub 3 attacks needs a bigger mention, an Return IS viable on Cinccino. It's the same as Flamethrower vs. Fire Blast, keep in mind that Cinccino really, really hates missing, so the way you discarded Return in OO seems like it'd never be worth using... Expansive special movepool (I know he shouldnt ever use them, just mention it so people aren't tempted). I think it gets Knock Off too?

I was thinking of Aqua Tail, and I don't think there are really any relevant targets Aqua Tail hits that another one of your moves can't, so it's not going in OO unless I am specifically told by QC to do so. Work Up is a pretty bad boosting move and it's pretty hard for Cinccino to set up, so if I do put it in OO I'll be mentioning that.

Return is not only weaker than Tail Slap, it also doesn't continue attacking after a Substitute is broken. I believe anyone will be discouraged from using Special moves on Cinccino after seeing its base 65 SpA, so that should be so obvious it probably doesn't need to be mentioned. Cinccino does indeed get Knock Off, but Cinccino doesn't really have the stats to use Knock Off. (not that Knock Off is that good of a move anyway)

Mention Aqua Tail, Work Up and Return in OO, especially considering you mentioned Technician (Return is arguably better when not using Skill Link). Yeah, I know Skill Link is the only good Cinccino option, but "Other Options" is meant toinclude the "competitive" moves / options that can be somewhat usable, even if they are plain worse than the sets listed or just bad. Obviously mention than Cinccino should just be abusing Skill Link in OO (you already have it on the skeleton so yeah)

The last addition wasn't really necessary, but the residual damage really does wear it down, taking 22.5% damage each turn is a big deal.

Thanks Mikel! I don't think the last addition was really necessary, but the comment on Substitute makes sense - I changed it to "potentially hitting them through Substitute". The other changes are good, so I made them.
