Ice Beam allows Rampardos to assuredly KO Pokemon, Tangrowth and Torterra, who he would not otherwise be able to with Fire Punch.

Stone Edge + Fire Punch vs...

Torterra: 25.3% - 29.7% + 50.5% - 59.9% = 90 Max
Tangrowth: 43.1% - 50.7% + 43.7% - 51.8% = 102 Max

EV's are non-specific. max attack for maximum damage and max speed to outpace Adamant Torterra as well as pokemon attempting to outpace him by a point or so. 4 SpA just cause.

Aside from weak normal or flying attacks as well as the odd Seismic Toss, Rampardos should not be switching into anything. He to be used as a well timed tool, preferably as early as possible.

Defensive partners would include Venusaur or Parasect. Venusuar is Venusaur and can do about everything while Parasect 4x resist Ground attacks, 2x Fighting attacks, and Absorbs water attacks, he is essentially the perfect Rock-type partner Pokemon.

Offensively, Aggron loves having all said Pokemon (in the calcs) dead and gone. Aggron could run a similar set as well as he is sporting only 5 less base SpA.
 
Although this is only a small tidbit, shouldn't you aim to outspeed torterra by one point? I really don't think anything actually aims to outspeed max speed torterra so just just run 240 evs (and opposing rampardos aren't too common)

Anyway, I'm divided as to whether or not this will work; in all honesty though whether or not it does, it's not like it's losing very much by not running fire punch or Zen Headbutt...

Omastar lead or quilfish lead should be mentioned; both can reliably get up spikes which can help kill donphan and assure the kill on Slowbro (though SR does the same)

Finally what are the milotic and slowbor in the calc's EVs? I'm assuming 252/252 but I'd like to know...
 
242 Spe EV's are enough to outspeed max speed Adamant Torterra by one point. This leaves you with an additional 10 EV's.

I still have my doubts about this set though. Rampardos has a base attack stat of 165 (!) which makes the use of special moves a bit redundant (especially since you only need Ice Beam for 2 pokemon).
 
This set's main problem is Rampardos has a complete lack of bulk, not even comparable to Pokemon like Rhyperior, who also is quite similar (Rock Polish). Rampardos needs Substitute to make up for this, though finding a turn to set it up is quite difficult. Substitute basically allows Rampardos gives it a second chance. It Subs when they switch, sets up Rock Polish or attacks.

Showing some logs would be nice :)
 
To be honest all that set is doing is merging multiple of Rampardos' online sets and adding Ice Beam to all of them. Ignoring using a Special Attack is almost a crime on something like Rampardos, if it is really deemed to work, just add a slash on the current sets or mention it in Other Options. Finally, there is no SubRampardos set, but i doubt it'll ever get free setups like Rhyperior does with his bulk or Alakazam does with his speed anyways (ffs it's 2HKO'd by Swellow...).
 
I agree, perhaps Ice Beam should be slashed into other sets or at least mentioned in other options. Even if you are working off the weaker stat the calcs prove it is more effective to use than Fire Punch off a tremendous attack stat; especially against two Pokemon who would otherwise stop you cold.
 
This looks a lot like the Cranidos LC set, which I've used to great success (though my experience with Little Cup is rather limited). That works because most unevolved Pokémon have weak Special Defense anyways, and even with a horrible base 30 Special Attack, it can do tons of damage to Gligar. Sure, Rampardos has a glorious Special movepool, but it doesn't mean you should use it. As stated above, it isn't quite worth it to hit just a few Pokémon (except for maybe Altaria, who I'm surprised you didn't mention) when there's other Pokémon that can switch much more safely into stuff that Rampardos has trouble with. I've tossed around the idea of actually using this same set, but the more I think about it, the more I realize that it can do much more without Ice Beam.
 
Yes, thought about that too, which further drives home the point that everyone is trying to make that Ice Beam is not a necessity. Come on man, I was trying to make SOME further justification because I love Rampardos and want him to be as cool and diverse as possible lol.
 
First off, Rampardos already has perfect coverage with EquakeEdge; this should be fairly obvious. You would only use Fire Punch to hit Venusuar, Tangrowth, and Torterra. Stone Edge does just as much as Fire Punch to Support Venusaur. (Fire Punch: 89.6% - 105.5%; Stone Edge: 88.5% - 104.7%) and I've already given calcs for Tangrowth and Torterra.

Also, Rampardos is Rampardos, this set changes nothing on him as a whole. He will always be 2hko'd by Swellow unless Ev'd not to and his shitty defenses will always be shitty. I don't know if that was criticism towards my set or whatever but any experienced player should know that using Rampardos is no walk in the park.

Sub, RP, and SD are all filler options. They all have their obvious benefits. Sub is nice to dodge status and the like.
 
Ice Beam can be surprisingly useful, but there's no reason to make a new set out of this. Mentioning it alongside a SpA-neutral nature in Rampardos's other sets will suffice just fine.

I'm rejecting the actual set, but if you want to write up a paragraph about this that we can stick in AC or OC, that's fine.
 
Well this was rejected by FB, and Bluewind had doubts about it, which I'm sure still hold true, so moving this.
