Since this Hitmontop serves as a Revenge Killer , there isn't much (any) need to pump in EVs for Speed as Hitmontop's attack are priority (Mach Punch , Bullet Punch , Fake Out ) .
So with a bit of prediction , Pursuit might just damage pokemon who tried to flee before they switches .

Of course , the main attack for Hitmontop would be Mach Punch ( STAB + Technician ) . Bullet Punch is there for Hitmontop to take out some pokemon that resist Mach Punch . ( sadly , it still doesn't covers all types ) .

So in conclusion , Hitmontop just serves as a Revenge Killer as it's attack for this set aren't high enough to take down a full-health majority pokemon at a shot . And also , this set does need quite good predicting skills to fully utilize this set . And when you know how to use this set , I can't assure you that this set does the best Revenge Kill ( I think ) for the UU game , even better than Dugtrio's Arena trap .

You might want to replace the 4EV for DEF to add in 4EV to speed to outspeed other Hitmontop who plays the same set .

This is basically the TechniTop on site with Pursuit > Close Combat, which is inferior because now you don't harm bulky walls like Milotic or Blastoise at all. Also Bullet Punch isn't as useful anymore so Stone Edge / Sucker Punch is usually superior.

You also fail to mention counters (like Weezing), or teammates (like Houndoom to absorb WoW and switch into Weezing).

And this set needs to pass Quality Control first. :)

this set is basically already on-site and in the current hitmontop analysis. pursuit is mentioned in optional changes. locking.
