Do note that for most things, non-attacking moves does include commands that do not deal damage. However, I specifically meant moves that aren't attacking moves, and commands aren't moves, so they do not count as non-attacking moves IMO, although a lot of people here would think differently.

Also, I am seriously confused as to how chill isn't a non-attacking move, since it isn't an attacking move. Chill is considered a non-attacking move by the NDA, specifically the move Taunt. "The user taunts and sneers at the opponent, enraging the opponent and making them only capable of using damaging attacking moves (no commands, no chills) for the following six (6) actions. If a combination used while Taunted includes a non-attacking move, it may be used so long as the combination does damage. If the Pokemon is unable to witness the Taunt, like if it is asleep, the move fails; a Pokemon being ordered to look away does not make it fail." (Emphasis mine.) Taunt equates being unable to use anything but damaging moves with being unable to using "non-attacking moves".

I meant moves that are not attacking moves. Non-attacking moves must be a move. Commands are not moves, therefore are not non-attacking moves, while also not damaging attacking moves. If a pokemon can only use damaging attacking moves, then it can't use any commands (and chill is a command) because they are not damaging attacking moves because the neither deal damage nor are moves. However, they also aren't non-attacking moves as they aren't moves. Therefore, any effect that makes you only able to use damaging attacking moves wouldn't allow you to use commands (i.e. taunt), but any effect that prevents you from using non-attacking moves (although I do not think any such effect exists) would allow you to use commands.

I also fixed the mistake in the reffing.
