Who's tier list are we using, given that there's some controversy about this? Project NU's with Entei and Espeon banned, or Smogon's outdated list?

If it means anything I think they should be banned. Especially Entei seeing as it got some perks that were never put on a sim until after the tier lists for gen 4 stopped changing.
