Abilities can be toggled when ordering first AND on send-out. Because of the way that you set it up, I order second at the same time that I send out.
Toggling a Toggle ability doesn't require an action or any energy, but it can only be done when the Pokemon is sent out or when the player is ordering first (after any switch phases and the like).
Not to mention that you reffed Weak Armor inappropriately.
By default the Pokemon loosens its worn defensive armor so that it will break off when an opponent uses a contact attack, reducing the Pokemon's Defense by one (1) stage for each hit and increasing their Speed by two (2) stages for each hit. When toggled, no effect.

Fixed, FMD. Weak Armor has been removed. I also fixed Excadrill's HP, which was calc'd wrong.
 
Hydro Pump > Focus Blast > Focus Blast
If Excadrill is underground when you would act and would use Dig (attack), use Counter.
