It's the same as Rest, except it heals less, so i don't see the problem.

Roost is a pretty terrible idea on a Specs set tbh, particularly in such a Stealth Rock dominant metagame. At least Rest allows you to recover 100% (read 75%) of your health. In reality Roost is only going to be healing 25%, which is seriously not worth wasting a turn on.

Roost would only warrant use on a special LO set, so that Altaria can stay in and do something else after healing. Rest is 100% superior for the Specs set.

We were talking about the possibility of Altaria running Cloud Nine to outspeed and kill certain weather abusers, such as Ludicolo and Seismitoad. In this case, Rest would be useless, and Roost would deserve a slash in the last slot, imo, as it would be Altaria's only way of recovery...
