As far as I know, it keeps the amount of what it is passing. That is why Vaporeon makes such a good passer.

I would say the HP IV would matter more since most times it'll be trying to set up on Blissey and it'll be more helpful in the long run.

Er, Depends on all of the IVs. If it's 31/x/18 vs 26/x/31 I'd use the 26/x/31 one.

No, not really i just looked at its current stats then went on wifi and checked its stats at lv.100.
