When a Pokémon faits, two things can happend:
- If the player whose Pokémon fainted still has Pokémom left, the action completes and then the round is over.
- If the player whose Pokémon fainted does NOT have any Pokémom left, no more moves are executed and one last batch of end of action and round effects happen before the battle is over.
KO Subs are used in the first case, since otherwise you could waste EN targetting a fainted mon.
For example, let's say a Cyclohm is fighting an almost dead Kitsunoh. Seeing it can't do much, the Kitsunoh uses Memento, fainting before Cyclohm moves. If the Cyclohm's owner did not write any KO subs, then Cyclohm would attack the dead Kitsunoh before the action (and round) ends, wasting EN.
