The reason is Scizor, who may kill you with Counter + Bullet Punch. With 44 EVs in Speed, which results in 225, might outspeed every single Steel- and Rock-type Pokemon existent in Battle Hall, except for Aerodactyl, which even with full speed you couldn't outspeed. Flamethrower is for Scizor, Forretress and Skarmory in Steel-type, and Surf is for Aerodactyl and Rock/Ground-types in the section of Rock-type.
