Rank 9 defence really doesn't mean a whole lot when you're staring down a Mega Heracross. It means even less when said Mega Herracross has a 14 BAP STAB Low Kick to wail on your Steelix with. The Rocky Helmet did next to nothing and lasted all of one action and Steelix's own offence was completely laughable. I guess it's a little better than letting Corpus low kick a non mega Aggron, but still puts Mulan in an increasingly poor position.

Heracross should have been at +2 Atk at the start of last round due to having Moxie and KOing both Lucario and Kitsunoh, so Steelix has 6 less HP.

Aggron would have used Iron Defense before Heracross moved, leaving it at 4 more HP and causing recoil damage to Heracross that KOes it and gets Aggron the KOC.
 
Head Smash - Rock Slide - Head Smash
If Bide, then use Rest - Head Smash - Sleep Talk (Head Smash, Rock Slide, Fire Punch, Aerial Ace).
If Counter, then use Fire Blast that action, Head Smash the next, and Rock Slide the one after.

Also due to arena effects Heracross' Low Kick should have had a type multiplier of x2 rather than x4. But that doesn't really change anything.
