While Cacturne is normally seen as a Swords Dance sweeper, he can also hit like a truck after a Nasty Plot thanks to his excellent base 115 Special Attack and Life Orb. In fact, Cacturne can OHKO most of the tier after the boost, being only hindered by his subpar Speed. A Nasty Plot is not hard to come by, thanks to the prevalence of Milotic, Spiritomb, and Rotom, all of whom can be set up on by Cacturne. Nasty Plot Cacturne also has the advantage of being able to hurt Registeel and other Steel-types after a Nasty Plot, whereas Swords Dance versions would have had to rely on the inconsistent Focus Punch or weak Brick Break to do much damage.

Cacturne has plenty of opportunities to set up. Milotic can only hit him with weak Surfs and will likely switch out when Cacturne comes in, allowing Cacturne a free Nasty Plot. Spiritomb often cannot hit Cacturne neutrally, and is in the same boat as Milotic. In addition to setting up on those two, Cacturne also has good typing for switching in on Ghost-, Grass-, Electric- and Ground-type moves. Once Cacturne gets a Nasty Plot, he can OHKO most of the tier. However, many Pokemon can easily outspeed and revenge kill him due to his abysmal 55 base Speed. Cacturne's Speed is somewhat remedied by the fact that after the boost he can outspeed and break through most walls to allow a teammate to sweep. He is especially good at luring in Registeel, who will expect a weak Grass- or Dark-type attack, but instead will eat a fatal Focus Blast.

[ADDITIONAL COMMENTS]

Lum Berry is a good alternative item choice. It can allow Cacturne to boost up against Thunder Wave Registeel, mitigate Toxic Spikes' effect, and get to +4 against walls that rely on status to stop Cacturne. If you want, Sucker Punch can be used over Energy Ball, in which case a Mild nature should be used, with 32 EVs invested in Attack. The Attack EVs allow Cacturne to OHKO Swellow all of the time after Stealth Rock, as well as pick off other fast, strong Pokemon that might threaten to end his sweep. Encore can be used as well, making it easier to set up on defensive Pokemon or opposing set-up Pokemon. Lastly, Timid is an option to outspeed Torterra, Aggron, minimum Speed Uxie, and minimum Speed Arcanine.

Pokemon that can take advantages of walls being broken down make excellent teammates. Mismagius can take advantage of Cacturne's ability to knock out or severely weaken Clefable, Chansey, and Registeel, as well as absorb any Fighting-type attacks that may come his way. Specially defensive Arcanine can handle many Pokemon who may try to revenge kill Cacturne, such as opposing Arcanine, Venusaur, and Scyther, as well as lure out Milotic to provide Cacturne with an easier setup opportunity.

Looks good to me, just give Timid an AC mention if you want to beat Aggron, Torterra, min Speed Uxie and Arcanine; and approved.

Oh, I never posted here. Umm, yes you do need to add at least some teammates for Cacturne even though it isn't a full analysis. Lets go BAMF.

If you use Sucker Punch over Focus Blast, Hitmonlee can lure out Spiritomb and OHKO pesky walls such as the aforementioned Clefable, Chansey, and Registeel.

Deleted last sentence because you already said to use Sucker Punch over Energy Ball. Also in set comments you might want to talk about the importance of Focus Blast's type coverage with Dark Pulse, and the differences between Energy Ball and Grass Knot.

Two nitpicks

Nasty Plot Cacturne also has the advantage of hurting Registeel and other Steel-types after a Nasty Plot, whereas Swords Dance would have to rely on the inconsistent Focus Punch to do much damage.

I think you forgot about Brick Break which does >80% at +2. Also there are 4 Attack EVs with no physical moves listed.
