It counters, it's more realistic than 15 defense intimidate snubbull/scraggy, and it's more common than defensive archen.

From a counter only perspective I'd actually rank the snubbull above scraggy which risks dying to a crit brick break.

OK I feel like trying a funnier set. Anyway you can still use Flame Body if you want, it's still a counter. Ponyta absorbs both of Vulpix's STAB moves and toxic stalls it or spams Flare Blitz in sun or Wild Charge with no sun. Besides that if Ponyta was weakened before don't worry, thanks to Vulpix's Drought you have a sun-boosted Morning Sun which will make you restore 75% of your HP.
