Ennucca is pile of sentient desert sand not unlike Sandyghast, which mimics Niñucca by shaping itself vaguely into Niñucca's shape. Ennucca are generally cowardly, but will follow Niñucca at a short distance while watching Niñucca helping lost hikers. Apparently resentful of Niñucca for reasons unknown to us, Ennucca are known to create sand pits to trap people, though Niñucca never seem to fall into them. There you go. We won’t create Wonder Masks before the Pseudo-Legendaries + Minor Legendaries, or Extra Slates, depending on if we need more of a specific type or make a special group akin to Ultra Beasts and Paradoxes, as so to discourage submissions that relies entirely on the mechanic.
Name: Wonder Masks
Effect: In a similar effect to Mega Evolution, a Pokemon can wear a Wonder Mask to gain buff stats, a new ability, and a new secondary typing. The difference is that any Pokemon can wear any Mask, much like Mix and Mega, and Masks are themed to certain Pokemon, even those that don't live in the Desvega Region. In the simplest terms, Masks are basically a universal but less powerful version of Mega Evolution. There would be at least 1 Mask for every typing + a few others for special Pokemon like starters or Pikachu, for example. Masks can be activated at any time, but a Pokemon's Mask is revealed on switch-in. Only 1 Pokemon per team can wear a Mask.
Mask: Charizard Mask (named after the Pokemon it's based on)
Added Type: Fire (All Masks would add a secondary typing (or replace your existing secondary typing), being one of the typings of the original Pokemon)
Stat Boosts: +10 Atk, +30 SpA, +20 Spe (Masks can grant up to +50 BST and would usually give you boosts based on the original Pokemon's highest stats)
Ability: Blaze (The ability given by the Mask matches one of the abilities of the original Pokemon)

Flavor: Desvega is often advertised as a place where anything's possible, where you control your reality, and where you can be whoever and whatever you want to be. A big part of this reputation was the invention of Wonder Masks. Originally used in the Western Desvega, Wonder Masks were created to give Pokemon actors more range in their role by acting like a different type, or a different Pokemon altogether, which was especially useful in stage plays and early movies. However, these Masks did a bit more than making the Pokemon that wore them act like the Pokemon they're based on, but the Masks give off a certain energy that allows them to battle like the Pokemon its based on as well. Upon these findings, the Pokemon League of Desvega quickly integrated them into the Gym Challenge of the region, making them a staple of battles in the region, boosting tourism, and adding to the aura of possibility in Desvega. However, nobody really knows how or why these seemingly normal Masks give Pokemon these abilities, a closely kept secret only known by those who make the Masks.
Justification: We all love Mega Evolution, but Game Freak clearly doesn't. A big reason for this is because only a select few Pokemon get to benefit from it, with the rest being left out to dry. This is why Game Freak's last 3 gimmicks have all been universal, to mixed results. So, what if we combined how much we like Mega Evolution with Game Freak's vision of letting all Pokemon share the new toy they brought in? Wonder Masks aim to do that, giving you a way less crazy version of Mix and Mega to shake up battles with.

Potential Competitive Role: Throh will finally able to set itself apart from fellow Guts Unova Fighting-type, Conkeldurr, with a new evoltuion that comes with the Steel-type. Loaunch’s added Steel-type allows it to switch into more Pokémon more safely, but is weak to Fire and Steel in addition to opposing Fighting. Slack Off gives it survivability alongside Drain Punch.

Potential Competitive Role: Even if we just had two Electric / Fighting in Gen 9, one of them is a Paradox, so adding another wouldn’t hurt, especially one that have mixed offense potentials. With No Guard, it can go for special oriented set eith Nasty Plot and STAB Thunder and Focus Blast, or use classic Sturdy sets with either Counter or Mirror Coat for a nasty surprise.

It can unburden if you want but it can also do Meditate with a mix of Villify High Jump Kick and type changed Mega Kick that now won't miss. You can either coverage that with Poison Jab for Faeries or Earthquake for... you'll see, but you can also use Dark Spin!

Due to the constant pain in its fangs, it has a brash, nasty attitude. When it spreads its frills to show off their vivid patterns, that means it's agitated and about to unleash a vicious assault.

The Bitumen Pokémon
Smoldering Form:
A massive bird Pokémon that scavenges from tar pits, its feathers are covered in viscous slime. While this sticky mass is difficult to clean, it makes an effective barrier against the teeth and claws of its enemies.
It is one of the largest bird Pokémon ever to take to the air, but as long as its feathers are soaked with tar, it won't be able to get off the ground. It hates getting wet, though, and refuses to let itself be cleaned.


Ignited Form:
When it ignites the volatile compounds stored in its coat, it can create its own thermals and soar high into the sky. It was once heavily hunted for these same compounds, which were valued as a fuel source.
Its mighty wings cast the land in shadow as it hunts for prey from the air, gliding on the warm air currents its feathers produce. By igniting the tar covering its body, it can unleash devastating firestorms.

The Hairy Calf Pokémon
From birth, the hair on its head grows wildly, quickly falling over its face and making it harder to see. It quickly learns to compensate with a strong sense of smell.
Its long head hair often gets tangled and dirty from many adventures. It is immensely proud of its hair, however, and stubbornly refuses to let it be cleaned or trimmed.

Flavor/Design:
There aren't any calf Pokémon in canon so far, so here's one to hopefully pass a couple of Ice-type coverage moves to Unovan Bouffalant. It's basically a light brown, stylized bison calf, but already with a pair of large curved horns on its head like an adult bison, albeit with one ring on each instead of two. Most notably, the hair on its head (which is held higher than in the case of Bouffalant) is a big messy brownish black mop that cascades down almost to the ground, covering its eyes with only its light brownish-gray snout visible; large nostrils (Quickdraw McGraw-style) are at the end of the snout to sniff out its surroundings. Light red-brown stains can be seen on the ends of its locks of hair like Mudsdale has, and leaves are also scattered throughout it, with tangled cowlicks also protruding from arbitrary locations. If its hair is parted, such as when tossing its head sideways in some of its hypothetical animations, simple black dots for eyes like Clefairy's can be seen within.

Evolves into Bouffalant upon level-up while learning a recoil move. If it evolves in Desvega, regardless of original location, it will become...

The Crash Buffalo Pokémon
It is believed to have descended from an ancestor of Unovan Bouffalant that arrived in Desvega during the ice age. The bony shield on its head is hard as bedrock, allowing it to deliver a headbutt that can reduce tall trees to splinters.
When fossils of its huge, stalagmite-like horns were first found, they were thought to belong to a late-surviving dinosaur. These Bouffalant clash over territory by locking horns, each combatant trying to hurl the other into the distance.

The Ground Owl Pokémon
With talons that can tunnel straight through solid stone, it digs into the ground to make its den. This maze-like system of tunnels soon becomes home to other small Pokémon.
It gathers berries from trees around its territory and leaves them scattered around the entrances to its tunnels. It then preys on Bug-type Pokémon attracted by the berries.

Flavor/Design:
In this case, the head and torso smoothly join with one another, and the standing on one leg is kept - this design is a middle-ground between Johtonian Noctowl and the unused beta design. Essentially, it has the overall shape of the beta design, but the same spade-like talons as Orrean Hoothoot, the same eyes and beak as canon!Noctowl but the brow tufts of the beta (which are white striped and tipped with dark brown), and rows of V-shaped dark brown markings like Noctowl's on the white belly as well as Noctowl's large wings. The color scheme is unchanged, light orange-brown with a white belly, gray beak and feet with white spade-like claws in an X-shaped formation, wings edged with dark brown mottling like dirt stains, and amber-colored eyes surrounded by rings of white and dark brown, though the eyes themselves are larger and rounder, almost like a pair of flight goggles or binoculars. The tail is also shorter and dark brown in color, and shaped a bit like the head of a shovel.

Stat and Gameplay Changes:
This time around, I switched the Defense and Special Attack, but also took 10 points from Speed to add to the defense, so the physical and special defenses are equal. Then I noticed its main weak point was its attacking power, so I took 10 more points from Attack and added 5 to each offensive stat for slightly more offensive punch. Not that it matters much, since this is intended as a heavily defensive Pokémon, but still...

In addition, Pawniard (and by extension, Knightmare) learns Swords Dance meaning that it is not possible to remove it from its learnset as you indicate in your learnable TMs section. Maybe it is unable to learn the TM itself but that still does not change anything in terms of competitive because you can learn Swords Dance as a Pawniard before evolving to retain it. Given its speed stat, this Pokemon will be very threatening in the middle and late phases of any game, but I'm not sure whether it is merely a good clean-up mon or overpowered.

what if i limit the effect to Curse only? It's meant to be the main thing, if the mechanic is broken, i can balance it out somehow.
A 10-hit move is broken, but if you give 75 base attack to Maushold, then it's not that great.
So i could lower even more the stats and limit the movepool (removing head smash for example).
Would it be ok then?

spammable curse is stupid by itself and attempting to balance the mon around that will just make it a shitmon (or break the flavor of it being a tortoise; i could maaaaybe see it working on a frail fast user if you remove the healing part) but overall its a broken ability and incredibly difficult if not impossible to balance while having a useable mon

I will add a note saying that the OHKO effect only applies if the target was already below the health threshold before the attack hit. On that note, I will also lower the percentage needed to set off the effect so it has to work a little more to put it within KO range. (I mean, I was already suspecting that this was overkill even before these critiques came in, so...)

I kept Archathene specifically as a counterpart to the Fearow regional variant line and evolution. If such is warranted, however, I can basically delete Archathene altogether and have only the Hoothoot and Noctowl variants, as well as make them Rock/Flying instead with a Steelworker-type ability that boosts Ground moves. If I do choose to keep Archathene, though, Dream Dust shall indeed be going bye-bye.

Queenly Majesty was added for flavor but I can change it to something else, and because I want to keep the immense speed, I will see if I can nerf the attack significantly for balance's sake. I may have the ATK and SP ATK be the same, but both lower than 100, so it can run mixed sets without being specialized in either damage type.

ADDENDUM: ALL SUGGESTED CHANGES HAVE BEEN IMPLEMENTED. Also, based on a suggestion from the Pet Mod Discord, I removed the OHKO effect because it's too unbalanced, changed the move name, and added a Sp. Def. drop instead to aid mixed sets.

A free-ish slate with the concepts of being only obtainable as a Gift or in-game Trade Pokémon in their introductionary version. Gift Pokémon are given at a specific point of the game, either from a trusting responsible or from a friend. While their in-game performance varies, it can help the player be extra attached to the Pokémon that is obtained this way.

Here’s the Rules
  • It’s a free-ish slate with the restrictions below.
  • Still no minor legends or pseudo-legends yet; that’s where the slate after this one comes in.
  • Cross-gen evolutions cannot be created for this, as it contradict their concept of being an expansion of an already discovered Pokémon.
  • Baby Pokémon for previously established Pokémon is allowedm as long as such Pokémon didn’t already have one.
  • Mythical Pokémon are allowed as some of them is distributed this way as Mystery Gift Pokémon.
