Help with a dragonite set

Yo, I'm making a DDing dragonite, and I cant think of the 4th move, anybody help plz?

Naive nature +spd -sp def
252 atk evs/50 sp atk evs/208 spd evs with 26 speed ivs
Dragon Dance
Outrage
Fire Blast
?????

The only move I can think of is thunder/thunderbolt to hit bulky waters, but thunderbolt wont do enough damage and thunder's accuracy is bleh.

My dragonite has 266 speed, which I believe is the minimum speed to outspeed 130 basers with a boost.
