Off the bat, I don't find him to be overly powerful.

Salamence's attack is 7 points higher, speed is 10 points higher

Rayquaza has 30 more HP, 20 more def and spdef

Special attack is neglegible.

352 is divisible by 16, 332 is not

Rayquaza will still lose to ice beam

Extremespeed is a notable advantage, but aerial ace is weaker than hp flying

Salamence has intimidate

Rayquaza is an uber

base 150 attack/special attack is ridiculous

stat total of 675, lives through any unstab unboosted icebeam/hp ice/ice punch

ridiculous movepool, nullifies ss

would overcentralize the adv metagame

It's easy to name a moveset and say that X Pokemon isn't uber, but you're ignoring the overall potential of Rayquaza. It's akin to posting a Dragon Dance Latios set and questioning why he is uber, yet Salamence is not.

He can't be countered by anything in OU, and is uber because of that sole fact. Fire Blast, Ice Beam, Crunch, ExtremeSpeed, Thunderbolt, Earthquake, Brick Break, Overheat, Surf, Dragon Claw, Aerial Ace...all running off 150 base Attack/SpA, with over 300 Speed, incredible typing and HP, Def and SpDef that puts Swampert to shame. Oh yeah, and he gets two of the most game-breaking moves ever - Dragon Dance and Bulk Up.

The more I write, the more I wonder if you are actually serious.

The essence of why anything is Uber isn't because of one set. If Rayquaza didn't have fifty billion awesome Special options to go along with its awesome Special Attack, if it didn't have surprisingly decent defenses, if it has an idiotic neutral nature, yeah, it isn't Uber. But normal Rayquaza have bunches of Special options, decent survivability (105/90/90 with useful resistances is quite good), and a useful nature. Consider that with a Jolly nature, Rayquaza sacrifices 6 points of Attack compared to Salamence for 18 more Speed, which is far more useful.
