Uhhhh.... I was gonna do inverse battle but screw it, Tower of Heaven it is! I haven't tried this before o:

The Tower of Heaven is an ancient structure that stretches deep into the clouds, the heavens, and far beyond. It is composed of a material similar to rock, but far more durable and nearly impossible to break. Most of the structure is open-air giving a good glimpse of the clear sky. Moss and other small plant life have grown on the outcropping on the rock-like material with small butterflies flying about. There are small streams and pools of water within the structure for Water attacks and Water Pokemon. The battle will take place within one of the many chambers of the tower.

All moves can be used within the Tower of Heaven. However, there is a catch. Within my hands is the Book of Laws. At the end of each round, I'll write down a new law. The laws restrict what attacks, actions, or commands you may or may not take in battle. Violation of any law in battle will still allow you to perform the command, however the offender will be struck down with a lightning bolt that deals 10 damage flat and ignores abilities, weakness, and resistance. The lightning bolt cannot be deflected, dodged, evaded, or otherwise blocked. It will hit the Pokemon behind a Substitute, find its way through Double Team, and will go through Wonder Guard. Pokemon that are immune to Electric attacks by ability or typing will still be struck down and will gain no benefit such as Motor Drive's Speed boost. Violation of multiple laws in an action will drop down multiple lightning bolts on the offender depending on how many laws they've broken in a given action.

For instance, Pikachu decides to use Thunderbolt on a Staryu. If I restrict the usage of Thunderbolt, Pikachu will be smote once for 10 damage. If I restrict the usage of Thunderbolt and all Electrical attacks, Pikachu will be hit twice for 20 damage. Finally, if I restrict the usage of Thunderbolt, Electrical attacks, and super-effective moves, Pikachu will be struck thrice for 30 damage.

Summary: All moves can be used initially, however new laws added in each round will restrict what commands can be used. Violation of any law will be penalized with a lightning bolt dealing 10 damage flat ignoring typing and abilities. Combatants can be penalized multiple times in an action.

Teleportation Corollary: If this arena is picked randomly as a result of arena effect, then the ref is free to generate up to three rules for the combatants to follow until a new arena is chosen

Nature: Timid (+15% Speed; +22%acc)

Type:
Psychic: Psychic STAB; less susceptible to blinding, more susceptible to sound-based assaults as far as locking on with Psychic attacks, can lift and throw opponents with Psychic regardless of Special Attack Rank. Psychic-type attacks are not godlike and cannot be used as a catchall for Disabling, Binding, and redirecting opposing attacks.

Abilities:
Synchronize: (Passive)Pokemon with this ability mentally link their condition to an opposing Pokemon and pass on any status inflicted on them to their foe. Due to their body structure, Poison-types cannot be poisoned and Fire-types cannot be burned in this manner.

Jet was part of a group of Pokémon that eventually died to a gang of Bisharp and Pawniard. Rescued by Michael, he was the first partner that he ever saw as a true friend. As a Flareon, he favours divine justice and calculation over brute force.
Lately, Jet has found one of his "supposed dead" friends, Enryu - maybe they were not killed after all?

Nature: Quiet (+1 SpA, -15% Speed, -10% Evasion)
Type: Fire
Fire: Fire STAB; immune to burn, emit a low glow in dark places, takes additional damage if active open flames are exposed to a water attack. Superior senses in volcanic or brushfire areas.

Abilities:
Flash Fire: (Passive) This Pokemon thrives in high temperatures, and takes the energy of any opposing fire attack, nullifies the damage, and uses the additional power to boost its own fire attack's Base Attack Power by two (2). Self-targeted attacks do not give the boost.
Guts: (DW) (Passive) (Unlocked) This Pokemon is tenacious and will work ever harder when under a status condition, raising the Base Attack Power of all its physical attacks by two (2). Pokemon with Guts ignore the attack drop from burn.

Abilities:
Early Bird: (Passive) This Pokemon is used to waking up at early hours or operating in low-light conditions and subsequently sleep status is automatically reduced by one intensity level when inflicted on this Pokemon. When the Pokemon uses Rest they will gain 18 HP per action and only be asleep for two actions.
Flash Fire: (Passive) This Pokemon thrives in high temperatures, and takes the energy of any opposing fire attack, nullifies the damage, and uses the additional power to boost its own fire attack’s Base Attack Power by two (2). Self-targeted attacks do not give the boost.

Will, despite being a fire type, is careless and cold-hearted. It doesn't seem like the snail is interested in anything, even battling.

Fire: Fire STAB; immune to burn, emit a low glow in dark places, takes additional damage if active open flames are exposed to a water attack. Superior senses in volcanic or brushfire areas.
Poison: Poison STAB; immunity to Poison/Toxic, see and breath through smog/smokescreens/haze uninhibited. Able to use Wrap and Bind without losing focus. Superior senses in urban settings.
Abilities:
Dry Skin: (Passive) This Pokemon has spongy, yet sensitive skin, causing it to burn in bright sunlight for damage but absorb water and heal damaged tissues in rain. This effect results in dealing two (2) damage/action to this Pokemon in sunlight and recovering two (2) HP/action in rain. In addition, the dry skin is very vulnerable to flames and the Base Attack Power of incoming Fire attacks is increased by two (2). The Pokemon absorbs the damage of water attacks and recovers 25% of HP the damage that would have been inflicted.
Illuminate: (DW) (Toggle) (Locked) This Pokemon emits a continuous light that brightens the environment and makes it easier for all Pokemon to see. While this ability is active, any darkened or twilight state in the battle is negated and all moves used by any Pokemon (friend or foe, or itself) have their accuracy increased by 10% (flat). Boosts from multiple Illuminates do not stack.

I'm getting 18.75 the damage of Low Sweep and 24.75 for the damage of Hammer Arm (unless you're counting r6+ as +1 to each rank, to which that means Houndoom has 2.25 more HP). Houndoom has 17 HP total and 67 EN, everything else is correct, just add the fact that Slaking has -1 SpA.

The round starts as Houndoom throws up a protective barrier, while slaking delivers a vicious slash to flareon's head. Nidoqueen tries to cause an earthly power to attack, but seems to be blocked by houndoom's shield. Flareon then retaliates with a plume of hot lava, which leaves slaking in pain from the attack. Flareon, sensing the futility of this round, and knowing it can't possibly stay alive for much longer, focuses its energy into an enduring stance, to hopefully protect it from losing consciousness. Slaking then delivers a sweep to knock Houndoom off its feet, who can't seems to get up and collapses. Nidoqueen then throws a shocking punch at Flareon, who miraculously seems to shrug it off without much negative repercussions. Slaking then throws itself at Flareon in a full-body slam, but again seems to have little effect. Nidoqueen, in its anger at Flareon, directly violates the divine law and is smoke by a bolt from the blue, and then uses another earthly attack, but with no effect, just as Flareon looses a flamethrower at slaking, who is feeling quite the pain from the nasty burn it sustained earlier into the round.

"Okay, I see a couple of errors that don't compute. I may be incorrect, but I do not recall Sludge Wave being able to hit allies. If I recall correctly, it acts like Muddy Water and only hits foes. I have done this many times ingame using the move. Unless the mechanics changed with Gen6's appearance, Slaking should have more health.

That said, speaking of Slaking, it used Rest and should NOT be burned. Thanks for your cooperation and such. Let me know if I am mistaken and, if I am not, when this has been fixed so that I may order."
