I'm too lazy to calc the EVs, but I would make sure that you can outspeed Gorebyss in the rain, nothing worse than getting counterswept (24 EVs might be enough idk). At least mention the amount of Speed EVs to do this in AC.

I'm not sure how to expand on rain teammates, but I tried. Lumineon is very one-dimensional.

Right then your overview needs to describe Lumineon's stats, starting with its good Speed. Its defenses aren't bad either, so you can mention it has the ability to take a hit or two. Swift Swim NEEDS to be mentioned in the overview as its the only thing that makes it worthwhile. Crack a joke or waste a few words with Lumineon's good looks or something. Say that it looks cute, but it's pretty terrible.

Add a small mention of Rain Dish Wartortle and Pelipper, they appreciate rain. You should also add that Electric-types can switch into Electric-type moves, be more specific. Zebstrika is worth a mention with Lightingrod. Honestly, there isn't a lot you can say about Lumineon, it's poor. Just add something about Wish support, recovery, teammates that can switch into its weaknesses.

Now, the Other Options are lacking quite a bit. Say something about Agility being pointless since it gets Swift Swim. Mention that it can run a physical set with Waterfall. Mention Charm being gimmicky, but funny on a cute Pokemon. Hidden Power Electric, its coverage isn't as good as grass but it hits Mantine harder. Subsitute is worth a mention as well. Soak is just gimmicky, but it's something to mention.

Checks and counters. The majority of Water-types wall Lumineon. Especially Cloud Nine Golduck as it stops Swift Swim's Speed-boosting effect. Mantine can beat it. Trace Gardevoir can steal Swift Swim and set up with Calm Mind. Regice, Dusclops, Hypno, Slowking, they're all problematic. As for checks, you should say about changing the weather as well. Lol Shedinja can beat sets without Toxic.

For example,
