Pikachu tier shift

much like chancy is to blissey, pikachu is much stronger than raichu. while holding the light ball, pikachu can get up to 458 attack power. combine that with a base 90 speed, maxing out at 306, and you have an extremely powerful glass cannon that can stand its ground in OU. dealing a range of damage in the 100's on neutral and super effective pokemon. here is an example using a pokemon with 250 defense and is neutral to the attack. ((((2 * 100/ 5 + 2) * 458 * 120 / 250) / 50) + 2) * 1.5 * 100 / 100 doing the math we find that the damage done is 279.9984, which when rounded up is a total of 280 damage. now lets compare this to raichu, who is in the NU teir. now lets redo the math with the same equation, substituting raichu's 306 max attack attack for the 458 by pikachu, ((((2 * 100/ 5 + 2) * 306 * 120 / 250) / 50) + 2) * 1.5 * 100 / 100 which comes out to a grand total of 188.0688, which when rounding down, comes to a grand total of 188, almost 100 less damage than pikachu. when doing the math it becomes clear that pikachu is much stronger than raichu, so why is pikachu in the tier below Raichu.

1. They're both NU, the same tier

2. Tier shifts are based on usage. Pikachu will only rise if people use it in RU enough, which will never happen

3. Raichu has better speed and bulk compared to Pikachu
