Tri Attack is a fairly powerful STAB move and can be further boosted by Download. Psychic hits Fighting-types such as Mienfoo, Pancham, Timburr, and Croagunk, for super effective damage and deals with Poison-types such as Skrelp and Trubbish as well. Ice Beam provides important coverage against the likes of Pumpkaboo-XL, Archen, Fletchling, and Drilbur. Trick is able to break through fat cores and in general bulky Pokemon that rely on status moves. Thunderbolt completes Porygon's coverage, allowing it to hit Water-types for super effective damage, whereas Hyper Beam can be particularly useful late-game to hit devastatingly hard, though the recharging turn it requires makes Porygon setup bait. Hidden Power Fire can deal with Ferroseed, Magnemite, and Honedge, while Hidden Power Fighting hits Pawniard and Magnemite.

The given EV spread allows Porygon to maximize both its Special Attack and its Speed, making it a powerful and threatening Choice Scarf user. The remaining 36 EVs are put into Defense to increase Porygon's overall bulk and to reach an Eviolite number, which is particularly helpful in case Porygon manages to use Trick against a bulky Pokemon. A Timid nature lets Porygon reach 14 Speed, making it capable of outspeeding the whole unboosted metagame when holding a Choice Scarf. A Modest nature can be used to maximize the damage output, although by doing so, Porygon Speed ties with 19 Speed Pokemon while also not even outpacing Diglett. Download is the best ability for this set, as the extra power is very significant and getting a Special Attack boost isn't that rare in Little Cup. Trace can be used as well to get advantages from certain abilities such as Regenerator and lets Porygon revenge kill Diglett by copying Arena Trap and trapping it, but it still isn't highly recommended.
Usage Tips

This set serves as a powerful and unpredictable revenge killer. Don't switch Porygon into attacks unless they are very weak, because it really suffers from the lack of Eviolite in terms of bulk. Porygon should use STAB moves unless the opponent has strong Pokemon that resist Normal-type attacks. In such a case, just use one of Porygon's coverage moves, if it's suitable for the scenario. If Porygon runs Trick, use it when the opponent is switching in an extremely bulky Pokemon.
Team Options
========
Entry hazard setters, such as Archen, Drilbur, Ferroseed, and Trubbish, are particularly good supporters for this set, as they help Porygon reach some OHKOs that it otherwise wouldn't get; in return, Porygon pressures opposing entry hazard removers. Spritzee and Snubbull are great partners, as they cover Porygon's weakness to Fighting-types. Furthermore, the former has access to Wish and can provide free switches for Porygon in certain scenarios. Skrelp is particularly good, as it can serve both as an entry hazard setter and as a check to Fighting-types. Fighting-types such as Timburr and Croagunk are good teammates because they are able to remove items, threaten the opposing team with strong priority moves, and switch into Steel-types like Pawniard that Porygon can't really deal with. Diglett can deal with Steel-types, except for Ferroseed, by trapping them, opening a hole for Porygon's late-game sweep. Pursuit trappers like Stunky can break Focus Sash from the likes of Abra as well as deal with Ghost-types, which are immune to the Normal-type moves Porygon likes using. The only exception is Drifloon, which can burn Stunky and pressure the whole team, so a solid counter to Drifloon, such as Magnemite or Chinchou, should be included as well.
