Question about building team strategy

Hey guys. New to the forum. But I've been trying to figure out a few things. I understand the different roles of Pokemon, but I don't understand when it is best to use these roles.

Such as an annoyer. When would this be useful? A Pokemon that uses toxic and such, I mean.

And how do you choose a starter? Would you want to start with a sweeper? A Pokemon that can throw out Stealth Rock? What? And if you don't start with a sweeper, when would you switch out to one? I'm just a bit confused on the concepts of strategies.

Any help will be greatly appreciated!
