In ASB, substitute allows you to specify the amount of HP to be put into your Substitute: 15, 20, or 25. Unfortunately, this means that if an amount is not specified, the pokemon can only Struggle.

As Pine enters the round, dark clouds gather, and a hailstorm begins. Pine begins by playing a Grass Whistle, putting Horus to sleep yet again. He can do nothing as the hail and toxic poison slowly whittle away his health. Meanwhile, Pine is ordered to use Substitute, but his trainer doesn't tell him how much health to put into it. Confused, Pine can only Struggle, dealing mild damage to Horus. Waking up, Horus takes advantage of the opening to shoot off a blazing Fire Blast... which narrowly misses. Pine retaliates with a super-powerful Blizzard! The damage dealt to Horus is immense, but he counterattacks with a just-as-deadly Fire Blast! This time, it hits Pine full-on, dealing massive damage! Afterward, however, the ongoing damage from the hail and the poison knocks Horus out.​
