Here we go with Gen V analysis #5 :D

Status: Done

Overview:

-With Skill Link and moves like Icicle Spear and Rock Blast, Shellder becomes very threatening
-Shell Blade gives Shellder a good physical STAB
-Shell Break is Shellder’s best new option, cutting its defenses while doubling its Attack, Special Attack, and Speed
-Shellder is vulnerable to faster Scarfers on both sets- it can attempt to circumvent this by using Ice Shard

Set Comments:

-Extremely difficult to wall after a Shell Break
-Reaches 32 Attack, 22 Special Attack, and 28 Speed after a Shell Break
-Rock Blast is the equivalent of a 125 base power Rock attack, and does massive damage to anything that doesn’t resist it
-Icicle Spear is the equivalent of a 125 base power Ice attack and goes well with Rock Blast
-Hydro Pump gets STAB, and hits Steel types that resist the first two attacks hard

Additional Comments:

-Life Orb gives Shellder a huge boost to its offenses
-Berry Juice gives Shellder an easier set-up
-Ice Shard gives Shellder a priority move to hit Scarf Diglett and generally revenge kill if needed
-Shell Blade is a physical STAB alternative.
-EVs give max Attack and Speed

Set Comments:

-Not as powerful as other Scarfers
-Reaches 16 Attack and 21 Speed
-Rock Blast can revenge many Pokemon such as Scyther, Yanma, and Sneasel
-Icicle Spear is a strong move and hits Pokemon like Tangela
-Shell Blade hits the Pokemon that resist Rock Blast and Icicle Spear like Aron
-Explosion lets Shellder go out with a bang, OHKOing most Pokemon in Little Cup

Additional Comments:

-Ice Shard can be used to revenge boosted Scyther, Gligar, and faster Scarfers
-EVs give max Attack and Speed
-Jolly is used over Adamant as 21 Speed is necessary

Team Options:

-Entry hazard support is helpful to assist Shellder in its sweep
-Magnemite is a good partner for Shellder to remove Steel-types that hinder it
-Wynaut helps Shellder set up
-Bronzor and Abra can provide Screens to make Shellder bulkier

Optional Changes:

-Surf can be used over Hydro Pump
-A special set could possibly be used with access to Hydro Pump and Ice Beam
-Shellder could potentially use Payback to hit Ghosts hard on the switch-in
-Rapid Spin could be used to help its teammates

Counters:

-Bronzor walls Shellder
-Priority users, especially special priority users, can prey on Shellder’s weak Special Defense (especially after Shell Break)
-Faster Scarfers such as Scarf Elekid can hit Shellder super effectively but have trouble switching in

Dream World:

-Dustproof will only protect Shellder from Sandstorm and Hail damage- unless you are using some weird special set with Blizzard, Skill Link is universally better

Icicle Spear has 30 PP and 25 BP, so it has the same Base Power as Rock Blast. Granted Game Freak was sloppy as hell and made Icicle Spear / Bullet Seed arguably overpowered. Multi-Hit moves are also noteworthy in that they get around Focus Sash and Sturdy, which is why Shellder's Scarf set is fairly effective as a lead. Also don't run 36 HP with Life Orb on the Shell Break set, that gives Shellder 20 HP instead of 19, which doubles its recoil damage. (The 36 EVs can instead go to Defense, which will rise to 17.)

Kannon, it's in Gen V, multi-hit moves can now get around both Focus Sash and Sturdy.
 
I would like to note that Bronzor does not wall Shellder after a Shell Break (Smash), as a +2 STAB Hydro Pump does 18 damage minimum to the standard 220/152/68 Bronzor with a Relaxed nature, meaning that Bronzor is cleanly 2HKO'd even after Oran. I would suggest incorporating said information in the Counters section.
