It could be my personal taste but I prefer versatility with a life orb or if you are going to use him use a choice band, hes a very go hard or go home pokemon.

i already EV trained her in special attack, and now i'm torn between either
putting it into hp or putting half and half into the defenses ~
I feel as though investing speed in a samurott won't be too viable, so that's out ~

also, what moveset should I run for her?
I was thinking the hydro pump & blizzard combo plus wide lens,
or just surf/scald and ice beam (for the good accuracy),
but i'm completely lost on the what to have for the last two moves...

Attack doesn't get any EVs. You could run Taunt over Megahorn, but Samurott is slow. Her special movepool is pretty bad too. I guess you could go Grass Knot over HP Grass.

Modest with no Attack shouldn't be running Megahorn. That's not doing much to... Psychic types. :P

Samurott has nice mixed offenses, but for this one, I would say a spread of 228 HP / 252 Sp. Atk / 28 Speed.
Speed breaks ties in the common 70 tier (Toed, Hitmontop, Metagross, among others), HP minimizes Burn / Poison damage, and Sp. Atk is obvious. An Assault Vest could work; as could Specs.
Scald / Ice Beam or Blizzard / Grass Knot / Hydro Pump works with what we have. Taunt and Encore are nice but that means no Assault Vest and its a tad slow for both :P
You could Aqua Jet just to pick off annoying Sash / Sturdy mons as well. Never used Samurott so I don't know what else to say tbh.

Air Slash won't help though. Ice Beam is stronger and covers grass.

Samurott isn't weak to either of those types. Plus, Hydro Pump/Surf will do more than a SE Air Slash.

What are some standard Salamence's sets in VGC and what is the most viable of them all? I'm testing a couple of Salamence sets but I feel like they are still lacking.
So far I know of the mixmence set, Choice Scarf Set and Choice Specs sets. Choice Scarf and Choice Specs usually consist of the following:

Salamence/Timid/Intimidate
252 Sp Atk 252 Speed 4 HP
Dragon Pulse
Draco Meteor
Fireblast
Hydro Pump
Item: Choice Scarf/Choice Specs.

Anyone have any new ideas for Salamence sets and EV spreads because I can't think of any other creative and viable way to use him.

Here's info straight from PGL for the May International Masters division:
71.0% used Scarf, 9.9% used Life Orb, 4.8% choice Specs, 3.2% Haban Berry
52.0% Timid, 32.9% Modest, 6.0% Naive, 2.6% Adamant
91.6% used Draco Meteor. 70.6% Fire Blast, 54.4% Dragon Pulse, 38.1% Hydro Pump

And believe me, I saw more than a few and ALL were scarfed.
Some would run Stone Edge / Rock Slide as a Charizard-Y counter but that's about it. The massive intimidate / WoW spamming nowadays leaves physical sets fucked more often than not. PLus Kalos born Mence lacks Outrage,Dragon Claw sucks, and only I am stupid enough to use Dragon Rush.

MixMence is hard to breed without Time Machine method stuff, though I do have a few hexflawless females (of non-mixed natures of course. LOL) that were bred without it.
